That does not matter currently. As PM wan azizah or anwar can make a deal with sabah and sarawsk parties to join him. Just like in new zealand.
And the smaller parties will have a big say on how things should be, like maybe a referendum to be independent states.
All the wheeling and dealing must be done before vote of no confidence in parliament,

KUALA LUMPUR: Dr Mahathir Mohamad submitted his resignation as Malaysia's prime minister on Monday (Feb 24).
A letter of resignation was delivered to the king at 1pm on Monday, a statement from the Prime Minister's Office read. No other details were included in the statement.
His shock resignation came after speculation intensified that a new ruling coalition will be formed comprising his Parti Pribumi Bersatu Malaysia (Bersatu), the United Malays National Organisation (UMNO), Parti Islam Se-Malaysia (PAS) and others.
Dr Mahathir was Malaysia’s fourth prime minister from 1981 to 2003, when he was heading UMNO.
He quit UMNO in 2016 and formed Bersatu the same year and assumed the role as its chairman.
He led Pakatan Harapan (PH) to a shock victory in the May 2018 polls, breaking Barisan Nasional’s 60-year rule since the country’s independence.

Mr Anwar Ibrahim, who is Parti Keadilan Rakyat (PKR) president and prime minister-in-waiting according to a PH agreement, had on Sunday conceded that he has been betrayed by coalition partners.

On Monday morning, Mr Anwar and Deputy Prime Minister Wan Azizah Wan Ismail met Dr Mahathir at the latter's residence, together with Democratic Action Party (DAP) secretary-general Lim Guan Eng and Parti Amanah Negara president Mohamad Sabu.
Mr Anwar later told reporters that there will be no bowing down to the group who wants to betray the trust of the people.
“I am satisfied with his (Dr Mahathir’s) stance that we need to prioritise our principles,” he also said.

Malaysian Prime Minister Mahathir Mohamad sends resignation letter to king

Prime Minister Mahathir Mohamad's party is leaving Malaysia's governing alliance, while 11 politicians from an ally party have announced they are quitting, in a shocking political upheaval.

Key points:

Mr Mahathir submitted a letter of resignation to Malaysia's King, his office said on Monday, in a shocking political upheaval less than two years after his election victory.

The fate of Malaysia's ruling coalition had been in doubt after surprise weekend talks between it and opposition groups on forming a new government that would exclude Mr Mahathir's anointed successor Anwar Ibrahim.

"The letter was sent to His Royal Highness the King at 1:00pm," Mr Mahathir's office said in a statement.

Minutes before his resignation was offered, Mr Mahathir's Bersatu party announced it would leave the alliance and support Mr Mahathir as the premier.

Eleven other politicians, including several cabinet ministers, also announced they were quitting Mr Anwar's party.

With about 50 politicians from Bersatu and Mr Anwar's party leaving the ruling alliance, the manoeuvrers leave doubt whether Mr Anwar has enough support to take power.

On Sunday, Mr Anwar had accused Mr Mahathir's party and "traitors" in his own party of plotting to form a new government with the United Malays National Organisation (UMNO), the former ruling party ousted in 2018 amid graft accusations.

Sources said Mr Mahathir's party and a faction in Mr Anwar's party met officials from UMNO and Islamist party PAS in efforts to form a new coalition and possibly back Mr Mahathir to serve out a full five-year term as prime minister.

From old rivals and unlikely allies

The tussle between old rivals Mr Mahathir, 94, and Mr Anwar, 72, has shaped Malaysian politics for decades and tension has persisted, despite their alliance to win 2018 elections based on a promise Mr Mahathir would one day cede power to Mr Anwar.

Mr Mahathir and Mr Anwar were Malaysia's top two leaders in Mr Mahathir's first stint as premier but fell out politically before reuniting in the political pact that ousted a corruption-tainted government in the May 2018 election.

Mahathir's unlikely ally

Once the most bitter of foes, the incoming Malaysian PM pledges to seek a pardon for his former deputy, who he had jailed for corruption and sodomy in the 1990s, and even allow him to take over the top job within two years, writes Anne Barker.

Their relationship has been testy, with Mr Mahathir refusing to set a date to relinquish power, despite the pre-election agreement.

Mr Anwar said earlier on Monday that he was satisfied the Government's reform agenda would continue. He refused to say more.

Ironically, the manoeuvrers could restore to power the Malay party of disgraced former leader Najib Razak, who with several of his party leaders are standing trial for corruption.

Malaysian cabinet struck by scandal
Malaysian cabinet struck by scandal
Mahathir Mohamad's Government has faced its first major political scandal, after a video appearing to show a cabinet minister having sex with another man was circulated to journalists and widely shared online.

It could also propel to national power a fundamentalist Islamic party that rules two states and champions Islamic laws.

The two Malay parties still have strong support from ethnic Malays, who account for 60 per cent of Malaysia's 32 million people.

Mr Anwar and his wife, Wan Azizah Wan Ismail, who is currently the country's deputy prime minister, were due to meet the King on Monday.

Ms Wan Azizah tweeted that "men can plan but Allah decides", urging supporters to believe God would side with those who were patient.

Analysts said King Sultan Abdullah Sultan Ahmad Shah could decide which faction had the majority support in Parliament, or call a snap election.

They warned such a new government could give rise to Malay Islamic supremacy that would derail Malaysia's multi-ethnic society.

"If the new government goes through, Malaysia is heading toward a very regressive stage whereby racial supremacy and religious extremism would become the rule of the day," said Oh Ei Sun, a senior fellow at the Singapore Institute of International Affairs.

The turmoil, amid growing fears about a spreading coronavirus, had spooked investors, driving Kuala Lumpur's benchmark to a 10-year low, while the ringgit currency slid 0.7 per cent to an almost-six-month low, its sharpest drop in more than three years.

KUALA LUMPUR, Feb 24 — Bersatu chairman Tun Dr Mahathir Mohamad has been summoned to meet the Yang Di-Pertuan Agong (YDPA) at 5pm today, hours after he resigned, in a move some speculate is to form a new coalition government.
“Agong has summoned Tun Dr Mahathir to Istana Negara at 5pm, please be there,” his aide briefly said.

This comes in the wake of what some see as a failed attempt by a number of MPs from PKR, Umno and PAS to form a new government yesterday.
Today, PKR sacked its deputy president Datuk Seri Azmin Ali and vice president Zuraida Kamarudin for their part in the power grab.

In a counter move, up to 11 MPs from PKR who are aligned with Azmin also resigned from the party and the Pakatan Harapan coalition to form a new independent bloc in Parliament.

At the time of writing, YDPA is meeting with PKR president Datuk Seri Anwar Ibrahim and Deputy Prime Minister Datuk Seri Wan Azizah Wan Ismail.
This is the second time Dr Mahathir has quit the post. With this resignation, Dr Mahathir will have the distinction of being both Malaysia’s longest-serving and shortest-serving prime minister.
At about the same time when news of his resignation surfaced, Dr Mahathir’s party Parti Pribumi Bersatu Malaysia (PPBM) today also announced that it had decided yesterday to pull out of the PH coalition.

PETALING JAYA, Feb 24 — PKR’s deputy president Datuk Seri Azmin Ali and its vice president Zuraida Kamaruddin have been fired from the party with immediate effect.
The decision by the party’s Central Leadership Council (MPP) was announced by PKR’s secretary-general Datuk Seri Saifuddin Nasution Ismail who explained that Azmin and Zuraida were removed from the party for their roles in what he described as an open and blatant betrayal towards the party.

He said their actions, in reference to them attending a meeting between government and opposition MPs in Sheraton Hotel Petaling Jaya last night, was in conflict with party principles and its constitution.
“The MPP agreed that there was a display of open betrayal by a few characters who became masterminds, who were in clear conflict with the position of the party with matters concerning the position of the (next) prime minister.

“Therefore, the MPP on a consensus decision with no nays, announce that Datuk Seri Azmin Ali and Zuraida Kamaruddin have been sacked from the party of PKR, and this comes into effect immediately,” he said during a special press conference at the party headquarters here today.

“This is on the roles they played in the incident yesterday which carries repercussions that can effect the local political landscape and the economy,” he added.

Source: Wan Azizah to be Malaysia's first woman prime minister
Monday, 24 Feb 2020 02:28 PM MYT
BY AZRIL ANNUAR

KUALA LUMPUR, Feb 24 ― Deputy Prime Minister Datuk Seri Dr Wan Azizah Wan Ismail could be Malaysia’s first woman prime minister following the resignation of Tun Dr Mahathir Mohamad after an allegedly failed coup to form a backdoor government with opposition parties.

A source told the Malay Mail that Dr Mahathir has designated Dr Wan Azizah as an interim prime minister after his PPBM party opted to leave the ruling Pakatan Harapan administration.

“Wan Azizah is the interim prime minister,” said a source close to PKR president Datuk Seri Anwar Ibrahim when asked if she will be replacing Dr Mahathir.

At the same time, the source also said that Economic Affairs Minister Datuk Seri Azmin Ali who is also PKR deputy president and his right-hand woman Housing and Local Government Minister Zuraida Kamaruddin, who was a senior party official had been sacked from PKR.

In a separate Facebook post, PPBM president Tan Sri Muhyiddin Yassin said the party has decided to leave the ruling coalition that after yesterday’s party meeting involving its senior leaders.

“The PPBM top leadership has decided in a special meeting held on February 23, 2020 to leave Pakatan Harapan.

“All PPBM Members of Parliament have also exited Pakatan Harapan. All of them have signed a statutory declaration to continue supporting Tun Dr Mahathir Mohamad as Malaysia’s prime minister,” said Muhyiddin.

All across Sunday, the political parties of Bersatu, Umno, PAS, Gabungan Parti Sarawak, Parti Warisan Sabah, and the PKR faction aligned with Datuk Seri Azmin Ali gathered for furtive meetings that each tried to play down as “normal” despite their patently atypical nature.

Despite the open speculation that the PH government was about to collapse and be replaced by the new alliance of ruling and Opposition parties, no government leader or representative has come out to deny this and calm the nation.

Instead, the personalities involved have chosen to play coy about the true reason for their gatherings and attempted to pass off their meeting with fierce opponents as casual encounters.

While Anwar described the betrayal as complete last night, it is still unclear if the parties in the purported plot have the numbers to replace Pakatan Harapan.

The coalition and its partner Warisan squeaked into power in 2018 with 121 seats, but has steadily added to this by recruiting lawmakers from Opposition parties, primarily Umno, to bring its representation in Parliament to 139.

However, most joined Bersatu and the departure of its 26 MPs and and Warisan’s nine is certain to undo the government as this would leave PKR, DAP and Amanah with just 104 seats, short of the 112 needed to continue with a simple majority.

This is also before accounting for PKR MPs from Datuk Seri Azmin Ali’s so-called cartel who are expected to join the new coalition.

The allegiances of Warisan and GPS are still undeclared, although leaders of both attended a peculiar meeting in the capital here at the same as a hurriedly convened Umno supreme council meeting.

Without their support, the purported coalition government will be stillborn and from the looks of things, Warisan and GPS seemed to have abandoned the attempt to form a government.

The 11 lawmakers made a statement in one of the two PKR’s media WhatsApp Group, stating their intention to abandon their party and ruling coalition amidst a power struggle between PKR president Datuk Seri Anwar Ibrahim and PPBM chairman and Prime Minister Tun Dr Mahathir Mohamad.

“We, PKR MPs have declared that we have left PKR and the Pakatan Harapan coalition to form an independent bloc in Parliament,” the statement said.
The ministers involved are Ampang MP and Housing and Local Government Minister Zuraida Kamaruddin; Indera Mahkota MP and Foreign Minister Datuk Saifuddin Abdullah and; Selangau MP and Works Minister Baru Bian.

Deputy ministers who have joined them are Bandar Tun Razak MP and Deputy Transport Minister Datuk Kamaruddin Jaffar; Penang Deputy Chief Minister and Nibong Tebal MP Datuk Mansor Othman.

The other MPs are deputy speaker and Batu Pahat MP Datuk Rashid Hasnon, Segamat MP Datuk Seri Dr Santhara Kumar, Saratok MP Ali Biju, Puncak Borneo MP Willie Mongin and Ranau MP Jonathan Yasin.
However, prior to their announcement rumours were already rife that Azmin and Zuraida were going to be sacked from the party.
At the same time, PPBM had also left the coalition with Tun Dr Mahathir Mohamad stepping down from his position as prime minister.
Sources say that the interim prime minister will be Datuk Seri Dr Wan Azizah Wan Ismail.

KUALA LUMPUR: The Yang di-Pertuan Agong will have to appoint a prime minister from among Dewan Rakyat members as required by the constitution, retired judge Gopal Sri Ram said today, hours after Dr Mahathir Mohamad submitted his resignation to the king.
“The appointment is at his discretion and cannot be challenged in a court of law,” he added.
Article 43 (2)(a) of the Federal Constitution states that the king appoints as prime minister a member of the Dewan Rakyat who, in his judgment, is likely to command the confidence of the majority.
Sri Ram said the prime minister would then form a Cabinet to run his administration.

“Preferably, the prime minister should go to the house as soon as possible and take a confidence vote.
“If he wins the vote, he remains in office with his Cabinet members.”
However, if he loses the vote, Sri Ram said the prime minister would go back to the king to report the outcome.
“The prime minister can request that the king dissolve the house for a fresh election to be held.
“If the request is refused, he has to tender his resignation for the king to appoint another MP as prime minister.”
There are currently 222 MPs in the house.

Lawyer Bastian Pius Vendargon said there is now no government as the Cabinet ceased to exist following Mahathir’s resignation.
“The deputy prime minister’s position is not provided for in the constitution. As such, he/she cannot assume the role of prime minister in the interim,” he said.
