Absolutely no doubt about that but I believe Gan was seconded to Health Ministry to keep cost down and healthcare affordable. You should add a caveat- Medical doctors do not necessarily make good administrators but there are exceptions.
To the government health care is a drain. Ideally the govt wants to spend $0 on healthcare.
The aim of the health minister is to sell the idea that healthcare quality is top but spend as little as possible.
It is the same all across the world.
The difference is the doctors working in the system. Some countries they speak up louder and fight and advocate both for the patients and themselves. In some countries they are subservient to the government. Eg Singapore and China
