Nowadays, people lie beyond all bounds. There simply is no technology yet to implement what they envisage as a quantum computer - based on something weird call quantum entanglement. You can use software and our computers to simulate a quantum computer. But that's a simulation, not a quantum computer.
IBM lies, China's CCP lies, Trump lies, Einstein lies... the list goes on.
