Singapore now slightly more liveable: study

Singapore's liveability rating has risen by 0.2 percent from 2008 to 88.7 percent, revealed the Economist Intelligence Unit's latest report for 2013. The city-state is now ranked in 52nd place among the 140 cities monitored.
"Liveability often seems static on a year-to-year basis. But looking at movements over a longer period we see some significant trends emerging. The improvement in Singapore highlights the increasing availability of cultural activities," noted Jon Copestake, editor of the report.
"But elsewhere liveability has slipped, with civil unrest having a significant impact on liveability in this decade," he added.
The city-state got a perfect score for infrastructure, compared to Hong Kong's score of 96.4. But the territory overtook Singapore in terms of liveability, coming in at 31st spot. The report took into consideration 30 factors broadly grouped under education, healthcare, stability, culture and environment and infrastructure. Scores start from 1, which translates to intolerable, up to 100 which means ideal.
Notably, the Australian city of Melbourne clinched top spot globally, followed by Vienna and Vancouver. Rounding off the top five were the two other Canadian cities of Toronto and Calgary.
Specifically, Singapore scored 83.3 for education, stability (95) and healthcare (87.5). Culture and the environment received the lowest rating of 76.6.
