No he didn't his salary was $1 throughout his tenure.
Billionaires own very little to their name. In order to enjoy private jets, mansions, yachts and fancy holidays, you don't need to own a thing. All you need to do is to have the rights to usage.
The private jet that Steve used was owned by Apple Inc. The board bought it and allowed him exclusive use of it in appreciation for what he did for the company's stock.
Same goes with the Lee family. They don't need to buy a plane because they have the entire SIA fleet at their disposal.
