the only exception when a upgrade is not a upgrade and a downgrade is not a downgrade is when i upgrade my laptop from windows 7 to wndows 8.then a upgrade becomes a downgrade and i have to reformat my computer.

Where got justice in this.

HDB should set its rules strictly:
HDB owners can feel free to upgrade to private property but they must let go of their HDB within 3 months of purchase. wanna get cheap public housing, cannot own another property, private or not.
