Nsp recommends affordable short-term solutions to flash flood

It has flooded again today, NSP empathize with Singaporeans who have been suffering from these floods which seemingly has become a norm nowadays.

Following our recent call for the government to commission a Committee of Inquiry to look into the recently frequent flash floods, the National Solidarity Party (NSP) has researched into possible short-term solutions to alleviate the problem of flooding temporarily for those who are affected. NSP recommends a combination of three affordable and practical measures that the government can implement quickly as a short-term solution to minimise the threats from future flash floods.

The three short-term measures are: flood alarm system, “Floodgate” and submersible pump.

An effective Integrated Flood Alarm System (IFAS) consisting of Short Message Service (SMS), localized siren and broadcast warnings should be put in place. The government should open up a website for those residents and workers in flood-prone zones who would want to be warned of flash floods via SMS to register themselves there. Whenever a flash flood occurs, the nearest neighborhood police post should deploy personnel to sound off a unique siren around the affected area. Lastly, radio and television broadcast warnings should also be given to drivers and motorists.

We have researched for a relatively cheap, portable and viable “Floodgate” which may help residents and businesses to prevent flooding damaging their properties whenever the need arises. The British Minister, Huw Irranca-Davies, responsible for flood response has made recommendation of the product featured by British Broadcasting Corporation (BBC). This product had effectively prevented flooding in business and residential premises where it was deployed. Huw Irranca-Davies, had promised to inject government funding to supply it to Britain’s flood-prone areas. Costing as little as S$700 each, Floodgates may be easily installed into, and removed from, standard doors. We also hope that the PAP government could provide funding for residents and businesses to acquire such cheaper alternative to help alleviate the pain caused by these floods. Lastly, submersible pumps may be distributed to residents and businesses in flood-prone zones. They can be used to pump flooding water out of their premises if all things fail. The Civil Defense or another defense unit should also be equipped, and deployed, with heavy-duty submersible pumps that are able to channel flooding water into a nearby unblocked drain, river, or reservoir, or the sea.

NSP empathizes with residents and businesses of their pain in coping with these flooding which seems to become a norm after PUB has turned 90% of Singapore into water catchment area. The damages of the few past flooding have surpassed ten million dollars and we believe it will continue to go up.

While NSP believes that the government still needs to commission a Committee of Inquiry to look into long-term solutions, it believes that the above-recommended short-term measures can and should be implemented immediately with government funding in order to safeguard the interests and safety of the residents and businesses in our flood-prone zones.

Singapore is a congested built-up city. Even inch-high flash flood causes great inconvenience and losses to residents. For example, the destruction of inventory to Orchard Road shops last month and the destruction of furniture to Thomson and Bukit Timah dwellers. My friend working at Shenton Way this morning didn't go home direct this evening. His feet, shoes and socks were drenched. He had to survive with them through aircon all day. At the end of the day, he went to a hospital for rheumatism relapse.

Read: The NSP (no, again MS Goh maybe with the NSP's acquiescence to use their name) surfed the net and came across some nice-to-say solutions without a full feasibility study as to whether it can be implemented, just like the multi-billion dollar tunnel in Japan which did not prevent the flood (he first used the tunnel to refute MM Lee's statement that flood could not be eliminated, and when someone else pointed out that the same spot flooded a few weeks back, dishonestly backtracked to say that the floods were alleviated - did MM Lee say the floods cannot be alleviated or did he say they cannot be prevented?). Suggestions are easy to come by when you're an opposition wannabe lurking in Sammyboy but not so easy if you're in government or if you're sitting across the floor from the government since the government can put you in a spot with feasibility question.

Mr MS Goh, in the places where it has been implemented, what is the lead time required for the system to actually be of value? 15 minutes? 30 minutes? 1 hour? What is the usual length of our floods? 15 minutes? 30 minutes?

Again, Mr MS Goh, how much does it cost and how many do we need? Never mind that, we do have the money, thanks to the PAP, how long does it take in the UK to be deployed? And how long do our floods last?

On alerts, Singapore already has islandwide alert systems that have not been tapped into for one reason or another.
  • SCDF Sirens - there are three signals, one of which is used to tell people to tune in to the mass media - every time any of the drains monitored by PUB overflows, the signal could be sounded;
  • the mass media - once the drains have been breached, a standard report is generated for the stations to interrupt programming and announce something like - "This is a PUB flood alert. The stretch of Orchard Road from from Liat Towers to Lucky Plaza is flooded under about 30 cm of water and the water level is rising. Please avoid this stretch at all costs.";
  • EMAS Road signs which are now used for road closures and season's greetings.

While I think mass sms, etc. have their place, there are simpler and more elegant solutions.

This flooding could takes years to fix. In the meantime, couple months has pass by and what does the PAP govt do to alleviate the situation, nothing? Sending some PAP brigade here to dispel any efforts to provide interim solution is pathetic and laughable.

At least the opposition takes efforts in coming with a affordable interim solution.

So, the motto of PAP that "you die your own business" really stood out. Either you, business, car and property owners go find your own solution or you may be have to sit at one corner, cross your fingers whenever it rains and hopefully it does not cost you a bomb!

Unlike this clown Mr Goh (MS Goh, not SM Goh) who can just throw suggestions without any responsibility, any solution the government explores must be properly investigated, evaluated and implemented.

The serious opposition leaders cannot be like him because Low, Chiam and Sylvia have to defend their solutions in Parliament. Kenneth Jeyaratnam intends to be in Parliament and won't want to put up any stupid suggestions which will haunt him later.

However, this Mr Goh has no qualms about behaving like a Grade III Civil Servant who likes throwing suggestions and thinking he is more capable than his Perm Sec.

Your friend working in Shenton Way must be a weakling, should every opportunity take a walk , was he wearing his Balley or Salamander that he has to tie them round his neck in the floods?, that was why he got a rheumatism relapse.

I have never seen that part of Shenton Way flooded like that in my entire life....I grew up with Shenton Way...know that area intimately...:p
