Your friend working in Shenton Way must be a weakling, should every opportunity take a walk , was he wearing his Balley or Salamander that he has to tie them round his neck in the floods?, that was why he got a rheumatism relapse.

I have never seen that part of Shenton Way flooded like that in my entire life....I grew up with Shenton Way...know that area intimately...:p

We all wear those stuff while working in Shenton Way area. But for me, from Shenton to Fullerton is always within walking distance, or rather strolling distance, good for a stroll in the sun unless it rains. For my friend, sigh, it's a two-bus-stops trip too long for walking.
 
It may be better not to offer any solutions at all, short term or otherwise. Not only is there a possibility that they might adopt them as their own, it may be better in the long run to let the inconvenience continue or even exacerbate. Let the phrase "No amount of engineering can prevent flooding" continue to reverberate in everyone's minds.

Overcrowding on public transport, job loss to foreigners, expensive public housing, gamblers losing money at casinoes, scamming and anti social behaviour by foreigners, etc affect only segments of the population.

Flooding affects everybody.
