One half thinks it is a disaster, the other, a catastrophe, and there is no chance of them agreeing.

Ass Loong: It's better to have one big flood immediately than a few small floods spread over time.
K Shanmugam: Singapore takes a 'total' approach when it comes to combating flooding.
How about, owners, tenants or residents in charge of the flooded premises at the time of flooding shall be fined $10,000 for not taking precaution by building flood-proof barricades or similar facilities. (Maximum up to $30,000 fine for repeat offences.) The public have to be responsible for themselves; can't expect to rely on the government for everything.
