How about, owners, tenants or residents in charge of the flooded premises at the time of flooding shall be fined $10,000 for not taking precaution by building flood-proof barricades or similar facilities. (Maximum up to $30,000 fine for repeat offences.) The public have to be responsible for themselves; can't expect to rely on the government for everything.
