Hotel guests were unaware of the secret cameras as they were hidden inside hairdryer bases, digital TV boxes – and even wall sockets, according to the Cyber Investigation Department at the National Police Agency.
Perverts profited from the clandestine footage as their online site boasted more than 4,000 members, looking for sexual kicks.
And nearly 100 of them paid about £40 in monthly fees ($44.95), which enabled them to access a few “extras” including being able to replay certain live-streams whenever they wished.
Cops have arrested four people on suspicion of secretly taking videos of about 1,600 guests in hotel rooms and posting or streaming them on the internet.
A police statement accused the men of earning about 7 million won (£4,710) in total by posting or livestreaming the video on an overseas-based internet site between last November and early March.
If convicted, the two main suspects could face up to seven years in prison, according to cops.
Police said there was no sign that hotels were involved in the scandal.
Cyber investigation officers added: "There was a similar case in the past where illegal cameras were installed in (hotels) and were consistently and secretly watched.
"But this is the first time the police caught where videos were broadcast live on the internet."
Big problem with spycams in South Korea
One of the suspects allegedly installed the cameras after entering the hotels as a guest.
The other was accused of launching and managing the now-shut website.
The other two were allegedly involved in buying the spy cameras or funding the internet site's operation, according to cops.
Police said they are the first people arrested in South Korea for allegedly live-streaming the private lives of hotel guests via an overseas-based website.
The country has a big problem with spy cameras and secretive filming for voyeurs.
Two years ago, police received more than 6,400 complaints of illicit spycam filming, almost triple the number of cases reported in 2012.
The illicit distribution of videos taken by hidden cameras is a serious social problem in South Korea, says the Associated Press.
Thousands of women joined rallies in Seoul several times last year, demanding stronger government measures against the spread of such videos.
In a separate case, a Seoul district court on Thursday was reviewing whether to issue an arrest warrant for a K-pop singer on allegations he secretly filmed himself having sex with women and then shared the videos with friends in mobile group chats.
Last year, The Sun Online reported perverts had placed thousands of spy cameras in toilets and changing rooms across South Korea, to enable them to get sexual kicks from watching strangers using bathrooms.

South Korean police said on Wednesday that there were lawless people installing video footage in the rooms of 30 hotels in China, and sneak shots of the tenants, and then live online for paying users to "appreciate", the number of victims reached 1,600. The authorities have arrested two people involved in the case and said that the voyeurism was charged at least US$6,000 (about HK$47,000).

According to the police, the hotels involved in the case are distributed in 10 cities, and 42 rooms are equipped with video footage. The authorities did not disclose the name of the hotel, and there was no evidence to show that the hotel had colluded with the arrested suspect. The police pointed out that small-sized camera lenses are usually hidden in set-top boxes, wall plugs and even air ducts in the rooms.

The voyeuristic website has a total of 4,000 registered users since the end of 2018, of which 97 pay $44.95 (about HK$350) per month for additional services, including replaying live footage. The problem of illegal shooting in the local area is serious, but the live broadcast of the sneak shot is still the first time.

More than 1,500 hotel guests in South Korea were found to be unwitting performers for a community of online voyeurs in rooms carefully rigged with tiny cameras hidden in everyday objects.
Police arrested two men suspected of hooking up 42 rooms in 30 hotels to an online community of 4,099 members, 97 of whom paid for the streaming service, according to local media.
Two other men, thought to have helped by installing the cameras, are also being investigated.
The suspects netted 7 million won (£4,700) from broadcasting the private lives of guests using innocuous household objects, such as hairdryers and TV sets, with tiny cameras installed, police said.
More than 800 illegally filmed videos had been streamed over the months the rooms and site had been operational.
Police in Seoul told CNN that while cases of illegal voyeurism is nothing new, this is the first time they had discovered such footage being broadcast live on the internet.
The case reflects South Korea’s growing cultural problem of voyeurism.
Police regularly scour public toilets and changing rooms using high-tech equipment to detect spycams, while the proliferation of smartphones has only made the situation worse.
Last week Korean pop star Jung Joon-young was questioned over allegations he secretly filmed himself having sex with women without their consent and shared the footage in a mobile chat room.

He today admitted to the charges upon arriving at a hearing to determine whether a warrant should be issued for his arrest.



"I bow my head in apology to the females who were victimised by my actions; to the females who suffered from... rumours online," he said.
Under the slogan ‘My Life is Not Your Porn’ tens of thousands of women turned out in Seoul last year to protest against spycam sex crimes, as the #MeToo movement gave expression to South Korean women’s rage at being routinely sexually assaulted.
South Korean prosecutor Seo Ji-hyeon was one of the first to speak out, claiming she had been groped by a senior colleague. Her accusation prompted a series of others. Ahn Hee-jung, a former presidential hopeful, was one of those ensnared and last month sentenced to three and a half years in prison for sexual assault.

Seoul (CNN)About 1,600 people have been secretly filmed in motel rooms in South Korea, with the footage live-streamed online for paying customers to watch, police said Wednesday.
Two men have been arrested and another pair investigated in connection with the scandal, which involved 42 rooms in 30 accommodations in 10 cities around the country. Police said there was no indication the businesses were complicit in the scheme.
In South Korea, small hotels of the type involved in this case are generally referred to as motels or inns.
Cameras were hidden inside digital TV boxes, wall sockets and hairdryer holders and the footage was streamed online, the Cyber Investigation Department at the National Police Agency said in a statement.

The site had more than 4,000 members, 97 of whom paid a $44.95 monthly fee to access extra features, such as the ability to replay certain live streams. Between November 2018 and this month, police said, the service brought in upward of $6,000.

South Korea has a serious problem with spy cameras and illicit filming. In 2017, more than 6,400 cases of illegal filming were reported to police, compared to around 2,400 in 2012.
Last year, tens of thousands of women took to the streets of Seoul and other cities to protest against the practice and demand action, under the slogan "My Life is Not Your Porn."

Illicit spy cam cases skyrocket in South Korea 02:24
In response, Seoul launched a special squad of women inspectors who have been conducting regular inspections of the city's 20,000 or so public toilets to search for spy cameras, though some critics have denounced the move as a superficial response to a societal issue.
Lee Ji-soo, a computer specialist who helps women scrub the web of images taken without their consent, told CNN last year her company had seen a surge in demand since the protests drew attention to the issue.
"The most common things that the clients are saying -- and they are quite heartbreaking -- are 'I want to die' or 'I cannot leave my house.' Especially the victims of spy cam or illegally taken videos say that when they encounter people on the street, they feel like they would be recognized," she said.
In January, the co-owner of a South Korean revenge porn site was sentenced to four years in prison and ordered to pay a fine of $1.26 million. Soranet, which was shut down last year, was a popular site for uploading videos and photos taken using hidden and upskirt cameras.
