The very, very senior headmen or at least quite a number of them, have to 'kowtow' to their younger members nowadays. Why? Because the younger chaps are financially well off being in the keu, beh and beh pio biz. These old heads need to eat and survive too. Their hands are tied if one of their $$$$ supporter, junior in rank, acted wrongly and need backing for a showdown with rival group.
Imo, the biggest gangsters are the rich chaps. There is someone in the soccer bookmaking biz who can even settle international disputes between gangs in certain parts of Asia - Malaysia, Thailand, Vietnam, Cambodia, Japan, Taiwan, Philippines.

Ngee Ann City is owned by local. I've an ex-gf who for Ngee Ann City in the past as what events executive or something. The Ngee Ann Kongsi you mentioned is SG good boy, not triad neither is it related
