习近平总书记近日重庆之行，以问题为导向，点面结合研究部署脱贫攻坚工作，精准、务实而高效。
党的十八大以来，习近平总书记到国内考察，脱贫攻坚总是一项重点议题。但像这次重庆之行，仅就脱贫攻坚一个主题，深入基层考察调研，并专门召开相关座谈会，还是首次。
总书记专门主持召开一个以“问题”命名的座谈会，这样的情况并不多见。
为什么？
因为越是到吃劲的时候，越要响鼓重锤。
回顾过去一年，考察长江经济带、东北三省、京津冀，都是聚焦一个区域发展战略，推动相关决策部署落实落地；同出席2019年全国两会人大代表、政协委员共商国是，一场一个主题，紧紧围绕全面建成小康社会主线，共商决战决胜大计。
这次重庆之行也是这样，聚焦主要矛盾、抓住核心环节、紧盯突出短板、谋划重点任务……焦点更实，力度更大。

15日中午，习近平一下飞机，就转乘火车、汽车前往石柱县，山路蜿蜒、坡急沟深，辗转3个多小时抵达大山深处的石柱县中益乡华溪村。
见到村民们，总书记深情地说：“我今天乘飞机、坐火车、坐汽车，先后用了三种交通工具，专程来这里看望大家。”
一天时间，从首都到地方，从市、县到乡、村，一路马不停蹄，一竿子插到底，径直走到脱贫攻坚第一线。
总书记为何不辞辛苦、千里迢迢来到这个村？
华溪村地处武陵山集中连片特困地区，人均可耕地面积不到1亩，而且土地十分贫瘠，全村542户、1466人中建档立卡的贫困户就有85户、302人，属于典型的贫困村。
而这个村所属的中益乡也是深度贫困乡，所属的石柱县则是国家扶贫开发工作重点县。
这就是总书记口中常常念及的“贫中之贫、困中之困”，是脱贫攻坚决战阶段“难啃的硬骨头”。
当地贫困发生的原因是什么？脱贫攻坚的难点有哪些？摆脱贫困的出路何在？习近平总书记深入农户家中和田间地头，就是要实地了解脱贫攻坚工作情况。

要把实际情况摸准摸透，做到胸中有数、有的放矢，解剖麻雀是个好办法。
习近平总书记多次强调，要在务实戒虚上下功夫，把更多精力放在解决一个一个实际问题上，解剖麻雀，把问题想深、想细、想透，有什么问题就解决什么问题，是谁的问题就由谁来解决。
同样是解剖一只麻雀，党的十九大后首次地方考察，习近平总书记来到徐州，深入企业、农村考察调研，提出要紧扣新时代要求推动改革发展。
这次，则是围绕脱贫攻坚这个主题，重点考察调研一个贫困村。
围绕一个主题，解剖一只麻雀，总书记看得很仔细、问得很具体：
考察一所小学，他走进师生食堂，仔细察看餐厅、后厨，了解贫困学生餐费补贴和食品安全卫生情况；
走访一家脱贫户，他沿着乡间小路步行察看自然环境、村容村貌，了解该村通过种植中药材黄精等特色经济作物带动村民脱贫的情况。
一个村、几个点细细看下来，相当于对当地脱贫攻坚工作做了一次“抽查”。
“抽查”结果令人满意。“看到大家不愁吃、不愁穿，教育、医疗、住房安全越来越有保障，心里感到很托底。”习近平说。
与此同时，总书记指出“三保障”还存在不少薄弱环节。他要求，各地区各部门要高度重视，统一思想，抓好落实。要摸清底数，聚焦突出问题，明确时间表、路线图，加大工作力度，拿出过硬举措和办法，确保如期完成任务。
既有点上的考察调研，又有面上的座谈交流，脱贫攻坚的形势更清楚，存在的问题更明确，下一步的工作思路更清晰，也就更加坚定了攻坚克难的信心和勇气。
总书记强调，贫困县摘帽后，要继续完成剩余贫困人口脱贫任务，实现已脱贫人口的稳定脱贫。贫困县党政正职要保持稳定，做到摘帽不摘责任。脱贫攻坚主要政策要继续执行，做到摘帽不摘政策。扶贫工作队不能撤，做到摘帽不摘帮扶。要把防止返贫放在重要位置，做到摘帽不摘监管。要保持政策稳定性、连续性。
