I know the salary range in mostly paid by MNCs in Shanghai but never forget they are a lot of graduates are unemployed in PRC.
I would say 70% of all jobs in china are through "guangxi". You have to know someone, or the family knows someone, in order to get a decent job in China. the other 20% is probably because they do need people of that "talent" and can't go through the normal channels. Leaving the last 10% for the millions of applicants to fight over.
I have a lot of meis meis in China and over here. I've even thrown away my Sg mandarin accent. The last visit, non of the locals could tell I'm from Singapore. They thought I'm a local.
