Let me spell it out for you. They are charging the $10 surcharge because Experia Events is getting part or all of it. They are kicking it back to the show organizers. Non premium taxis are not going there to pick passengers up because they wouldn't kick it back. Of course, when you get your head out of the lap of a bangla, you can call Experia to see how much money they get from each $10 surcharge.

By the way, Experia is another GLC, so in keeping with all PAP GLCs, their mandate is to suck money from peasants as much as possible. Its similar to you sucking bangla lancheow as much as possible. The Chairman of Experia EVents is Tan Pheng Hock, CEO of St Engineering. Its current CEO is Leck Chet Lam, a former SAF scholar with RSAF, EDB, and then went to SIA. All part of PAP elites.
