Perhaps subconsciously, the Towkay confessed that he has been cheating the Bedok hawkers during the parliament sitting on 9th July 2013:

Thank you Madam. Whether I do agree with this thing, from my understanding, the Town Council is well aware of the obligation to clean the high area of the market. And what I gather from the whole episode is arising from the misunderstanding between annual cleaning and spring cleaning. In the past in Hougang, we don’t require the market to close for annual cleaning. And we fulfil our obligation to clean the market once a year with everything, high scaffolding and all that. Thereby, I can understand the perspective of the e-mail and whatever the (...indistinct…) said, because (...indistinct…) of spring cleaning. Spring cleaning is conducted quarterly, four time a year. Annual cleaning – cleaning the high rise area of the market – once a year. So if the Town Council is obligated to clean also the high rise area in the spring cleaning and then the question is: how many time do you want to clean? I’ve not spoken to Mr Tai – this is the first time I read all these things – but I gather that’s how it came about you know, because of the spring cleaning.

First, the Towkay confessed that Hammerrhoid “good office” is ‘obligated” to clean the ceiling once a year.

Then, the Towkay confessed that the Blk 538 Bedok market was in fact only scheduled for Spring Cleaning (ie only cleaning the floor) from 4-8 March 2013.

But the hawkers had alleged that their ceiling has not been cleaned for over 2 years since March 2011:

The hawkers ask:

Yet, the Towkay’s “First World” investigators have not been able to disprove the hawkers’ allegations. Thus, the Towkay confessed that he had cheated the hawkers for failing to fulfill the Hammerrhoid “good office” obligation to clean the ceiling once a year.


Worst, the two fake evidence fabricated by Syvliar Lim, further proves that Hameerhoids have been cheating the hawkers. The Towkay had also confessed that as well, perhaps also subconsciously:

Now, if the Hammerrhoid “good office” claimed that they had “cleaned” the ceiling in March 2012, shouldn’t the next ceiling cleaning be done in March 2013 and not in end-October 2013?

The Towkay, by double-confirming that the cleaning for 4-8 March 2013 was only for cleaning the floor and not for cleaning the ceiling, has confessed that he has been trying to cheat the hawkers of their ceiling cleaning for > 6 months.

Instead of cleaning the ceiling in March 2013, which is supposed to be done once a year, the Towkay tries to cheat them and stretch that for over 6 months.

Instead of cleaning the ceiling once a year, the Towkay cheats the hawkers by cleaning it only once in every >1.5 years, if one were to base on his claim that he had cleaned the ceiling in March 2012, a very blatant lie that has already been widely and indisputably disproved by the hawkers themselves.

Why do you think the WP TC is so stupid? You insult your own intelligence by stating that.

You think the WP TC is so dumb to want to charge the hawkers extra for high area cleaning when it is part of the annual cleaning? How would they get away with that when there is no existing precedents?

The facts are clear - NEA screwed up and tried to pin the blame on WP TC.
