SINGAPORE - Workers’ Party (WP) MP Leon Perera and senior leader Nicole Seah have resigned from the party after initially lying about an extramarital affair, in the latest incident to rock the country’s political scene.
Making the announcement at a media conference on Wednesday, WP chief Pritam Singh said that sometime around late 2020 and early 2021, he was informed by Mr Perera’s driver through WhatsApp that Mr Perera and Ms Seah were meeting very often at restaurants and hotels, and had been seen hugging each other and holding hands.
Both Mr Perera and Ms Seah are married, and they initially denied the allegations.
“There was no evidence or corroborating information to support the allegations,” said Mr Singh, adding that he asked Mr Perera whether anything was going on between him and Ms Seah.
Mr Perera said then he was in an ongoing dispute with his driver and was about to terminate his services.
He also said he had sought legal advice on the allegations of his driver, said Mr Singh.

Subsequently over the next few months, Mr Perera’s driver also approached other members of WP with the same information, who all sought to verify the allegations with Mr Perera.

Mr Perera also told them there was no truth to the allegations.
Separately, other central executive committee (CEC) members approached Ms Seah, after being informed of the same allegations. Ms Seah replied there was no truth to the allegations.
When the video of the two sharing an intimate moment emerged on Monday, it was the first time the party members saw it, said Mr Singh. He immediately contacted Mr Perera and arranged to meet him in the afternoon. He also arranged to meet Ms Seah separately.

Both of them admitted they had an affair, which started after the general election of 2020. But it had stopped some time ago, said Mr Singh.

In his meeting with Mr Singh, Mr Perera acknowledged that he should have been more forthcoming when Mr Singh and other party members first approached him about allegations made by his driver.
The party received Ms Seah’s letter of resignation on Tuesday.
Mr Singh said that Mr Perera resigned on Wednesday, and had also informed the Acting Speaker of Parliament.





“The Constitution of the Workers’ Party requires candidates to be honest and frank in their dealings with the party and the people of Singapore,” said Mr Singh.
“Leon’s conduct and not being truthful when asked by the party leadership about the allegations fell short of the standards expected of WP MPs. This is unacceptable. Had he not offered his resignation, I would have recommended to the CEC that he be expelled from the party.
“From the moment the party was made aware of the video, we moved as quickly as we could, bearing in mind that we needed to be fair to everyone, get to the bottom of matters and put things right.”
On handover arrangements in Aljunied GRC, party chairman Sylvia Lim said that Meet-the-People sessions would go on as usual, and alternate MPs have already been rostered to the end of the year to cover the sessions in Serangoon.
She added that for other duties and groundwork, the MPs will be meeting with the Serangoon team of volunteers shortly to work it out.

On Monday, the WP said it was looking into a video clip circulating online that suggested “an inappropriate exchange between two senior party members”.
It appeared to show Mr Perera sharing an intimate moment with Ms Seah.
The 15-second video showed Mr Perera stroking the hand of a woman who looks like Ms Seah, as the duo drank wine at a restaurant.

Both Mr Perera and Ms Seah were on WP’s 15-member CEC – its top decision-making body.
Mr Perera was the MP for Aljunied GRC’s Serangoon division and headed the party’s media team. The 53-year-old ran as a WP candidate for East Coast GRC in the 2015 General Election and was a Non-Constituency MP until 2020.
Before joining politics, he was a civil servant, and later the co-founder and chief executive of a business research and consulting agency.
He has two children.
Ms Seah, 36, was the WP’s Youth Wing president, and was one of the party’s candidates in the team that contested East Coast GRC in the 2020 General Election.
They narrowly lost to the PAP team led by Deputy Prime Minister Heng Swee Keat.
She entered politics with the National Solidarity Party in the 2011 General Election, where she was the youngest female candidate.
She married in 2015, and had her second child in April 2022.
The resignations of Mr Perera and Ms Seah come two days after former Speaker of Parliament and Marine Parade GRC MP Tan Chuan-Jin and former Tampines GRC MP Cheng Li Hui resigned from the People’s Action Party over their own extramarital affair.

SINGAPORE - After paying a woman twice to engage in sexual activities with him, a man claimed she was not worth the money.
He then hit her with a metal water bottle to get his $260 back.
Goh Jun Liang, 28, was sentenced to six weeks’ jail on Tuesday after he pleaded guilty to a charge of voluntary causing hurt.
The identity of the victim, a Chinese national, is protected by a gag order.
Deputy Public Prosecutor Shaun Lim said Goh, a Malaysian who was working as a packer in a pharmaceutical company, was browsing a website that advertised sexual services at about 7pm on April 16, 2023.
He found the profile of the victim, who advertised her services at $130 per activity, and arranged to meet her at her home that night.
When he got there at 8pm, Goh handed her $130 and they had sex. Afterwards, as they got dressed, he asked for a second round and gave her another $130.

However, as he had just had sex, Goh was unable to sustain an erection. The victim then performed a sex act on him. During the act, Goh was unhappy as he felt she had used too much force and caused him pain.
“He was also unhappy that the victim had called him troublesome, as he took a long time to ejaculate,” said DPP Lim.
After he eventually managed to do so, they went to wash up.
As they were getting dressed, Goh felt the woman was not worth what he had paid and decided to get his money back by force.
When she turned her back on him, he picked up a metal water bottle on a table and hit her on her back and around her neck while demanding his money back.

To get Goh to stop, she agreed to return the $260. He only stopped hitting her after she did so.
After he left, the victim called a friend before making a police report.
She suffered swelling on her right shoulder and her head was still hurting hours after the attack.
DPP Lim urged the court to impose a sentence of six to 12 weeks’ jail, citing the use of a weapon as among the aggravating factors.
For voluntarily causing hurt, Goh could have been jailed for up to three years, fined or both.

SINGAPORE – Posing as a 16-year-old, a man befriended a 12-year-old girl on Instagram, and subsequently persuaded her to meet him on four occasions, where he engaged in sexual acts with her.
On Monday, Muhammad Hudri Ahmad, now 44, was sentenced to 19 years’ jail and 18 strokes of the cane by the High Court after he pleaded guilty to three charges of statutory rape.
Another 12 similar charges were taken into consideration, including five counts of sexual penetration of a minor and two counts of performing an obscene act with a young person.
These offences took place in 2019, soon after Hudri was released from prison for having sex with a 13-year-old girl a day after meeting her online. He was convicted and sentenced to 40 months’ jail in 2016.
Hudri, who is sexually attracted to girls aged 11 to 15, was diagnosed by the Institute of Mental Health in October 2020 as a paedophile who poses a significant danger to young victims.
In the current case, he sent an unsolicited message to the victim in October 2019, seeking to befriend her.
He lied that he was 16, and exchanged phone numbers with the victim, who told him she was a 12-year-old primary school pupil.

Later that month, Hudri arranged to meet her at a staircase landing of an HDB block in Woodlands.
Deputy Public Prosecutor Tan Jing Min told the court the victim was shocked to see that he looked much older.
Hudri and the girl then sat on the stairs and chatted before they had unprotected sex.
A week later, they had unprotected sex again at the victim’s home in Sembawang after she told him that no one would be at home.
The third incident took place in November 2019 at a staircase landing of an HDB block in Sembawang.
The incidents came to light during a session with the victim’s school counsellor. The victim lodged a report on Aug 21, 2020, stating that she was raped.
On Monday, Deputy Public Prosecutor Kenny Yang sought a sentence of 20 years’ jail with 24 strokes of the cane, arguing that the offences were premeditated and highlighted Hudri’s paedophilic disorder.
Mr Anand Nalachandran, from the Public Defender’s Office, argued that 18 years’ jail and 12 strokes of the cane was sufficient to address the need for deterrence.

SINGAPORE – Amos Yee is out on parole, barely halfway into his six-year jail term in the United States for grooming a teenage girl and possessing child pornography.
The Singaporean, who was sentenced on Dec 2, 2021, was listed as being out of custody on Saturday afternoon (Singapore time) on the VINELink mobile app, which notifies victims of crimes on the current status of offenders.
He had been housed in the Illinois River Correctional Centre – a medium-security state prison in Fulton County, Illinois – about a three-hour drive from Chicago. He was expected to be released only on Oct 8, 2026.
The 24-year-old’s jail term had been backdated to his arrest in October 2020.
At the time of his offences, he was only 20 and living in Cook County, Chicago.
In February 2019, he repeatedly requested that the victim – a 14-year-old girl who lived in Texas – provide photos of herself in the nude, with him returning in kind.
He also engaged in role play and sexual fantasies with her, and exchanged thousands of messages.

The Chicago Sun-Times daily newspaper reported then that the girl had repeatedly brought up her age in messages with Yee on WhatsApp, the messaging platform on which they communicated.
Yee then instructed her to remove her age from her WhatsApp profile.
During his sentencing, he had an additional 16 other child pornography-related charges dismissed as part of a plea deal he accepted.

As a result of his offences, he is required to be listed on the sex offender registry, and also faces possible deportation from the US as his asylum status could be revoked.
At his sentencing in December 2021, he had been advised by Judge Carol Howard that pleading guilty to the charges meant he could be deported, denied admission to the US, or denied naturalisation as a US citizen in the future. The convictions could also affect his ability to obtain housing, employment and other licences, including a driving licence.
The Straits Times has contacted the US Department of Justice to find out the conditions of Yee’s parole, as well as US Immigration and Customs Enforcement to learn if he will be deported.
Yee had fled Singapore for the US in December 2016, a day before he was supposed to report for a medical examination ahead of his enlistment into national service.
He was granted political asylum in the US in 2017 after citing persecution for his political opinions, following two separate incidents that saw him jailed twice in Singapore.

In 2015, he was given a four-week jail sentence after being charged with engaging in hate speech against Christians in a video he had posted on YouTube, as well as publishing an obscene image of former prime minister Lee Kuan Yew.
The following year, he was charged with engaging in hate speech again after he deliberately made comments in videos and blog posts that were derogatory of Christianity and Islam.
He pleaded guilty and was sentenced to six weeks’ jail and a $2,000 fine.
ST has contacted the Ministry of Home Affairs to find out if Yee will be detained if he were to be deported back here.

SINGAPORE – A taxi driver who was the sole breadwinner of the family sexually assaulted his elder daughter repeatedly from the age of 12 until she was 15 years old, and warned her that the family would fall apart if she told anyone about what he did.
In 2018, after suffering in silence for three years, the girl was referred to a rape helpline and was advised to tell her mother about the incidents.
The mother confronted her husband over the sexual assaults, but it was only years later that the woman disclosed the matter to a friend, who reported the case to the authorities in 2022.
The victim, who blamed herself for the family breaking apart, was diagnosed with major depressive disorder and borderline personality disorder. She also tried to take her own life twice.
On Monday, the man, now 62, was sentenced to 21½ years’ jail by the High Court after he pleaded guilty to one charge of aggravated sexual assault by penetration and two charges of sexual assault by penetration.
The sentence included a one-year term imposed in lieu of caning, since the man is over 50 and cannot be caned.
Nine other charges, for various sexual offences against the victim, were taken into consideration during sentencing.


The man cannot be named owing to a gag order to protect the identity of the victim, who is now 19.
Deputy Public Prosecutor Emily Koh told the court that the offences took place between 2016 and 2018, in the flat that the victim shared with the accused, her mother and her younger sister.
The abuse began when the victim was in Secondary 1, when the man asked her to watch pornography with him.

He then began touching her inappropriately and progressed to increasingly intrusive acts.
The man emotionally manipulated his daughter into maintaining her silence by telling her that the family would fall apart if she were to disclose what he had done to her.
He also claimed that he was teaching her how to protect herself as he performed these acts on her.
She did not tell anyone about the assaults because the family depended on him financially.
In 2018, when the victim was in Secondary 3, she began to realise that what her father had been doing to her was wrong.
She eventually confided in a close friend, who referred the victim to the rape helpline. After calling the helpline, she told her mother about the assaults.
After being confronted by his wife, the man moved out of the flat.

In June 2021, the victim was admitted to Changi General Hospital (CGH) after a suicide attempt. She was transferred to the Institute of Mental Health (IMH) on June 30, 2021.
She was discharged from IMH on July 12, 2021, with follow-up appointments with her psychiatrist at CGH.
In her victim impact statement, she said she was “mentally affected” after the matter was reported to the police and blamed herself for the family falling apart.
On Feb 23, 2023, she attempted suicide again, and was taken to CGH.
The prosecutor argued that the accused had grossly abused his position as a father and showed planning and premeditation in his sexual abuse of the victim.
The man’s lawyer, Mr Sim Bing Wen, assigned under the Criminal Legal Aid Scheme, said his client knows that he has failed as a father, but hopes to be released in the distant future to give him time to make amends to his children.

Jail for man who sexually abused 2 nieces when they stayed over at his flat​

SINGAPORE – Over many years, a 61-year-old man sporadically sexually abused his two nieces when they stayed over at his flat, but the two victims decided not to go to the police.
The older niece, who was molested in 2000, eventually made a police report in 2019 when she felt concerned about her daughter’s safety.
On Monday, the man was sentenced to 11 years and nine months’ jail by the High Court.
He pleaded guilty to a charge of molesting the older niece in 2000, when she was 15, and a charge of sexual assault by penetration committed against the younger niece in 2018, when she was 25. Three other similar charges were taken into consideration.
The man cannot be caned as he is over 50 years old, and the sentence includes a six-month term imposed in lieu of caning. He cannot be named owing to a gag order to protect the identities of the victims.
“The victims did not take action immediately, to preserve family relations,” said deputy public prosecutors Gail Wong and Jordon Li in sentencing submissions.
The prosecutors said the offences caused the older victim to harbour resentment towards her mother until 2017, when her mother died of cancer.

The victims’ mother and the accused’s wife were sisters.
The two families were close, and the children would have regular sleepovers at each other’s homes, especially at weekends and during school holidays.
On two occasions during the school holidays in June 2000, the man sneaked into his daughter’s room and molested the older niece.

The victim told her mother about the incidents.
A few days later, some of the family members confronted the accused, who apologised for his actions.
The victim decided not to make a police report at the time as she was worried that it might affect her mother, who was in poor health, and that her father would stop her and her sister from meeting their aunt and cousins.
By 2005, the victims and their family had moved into the block of flats next to the block the accused’s family lived in, to be near their cousins.

In October 2018, the younger victim went to the man’s flat after her aunt invited her over for some food.
Despite having been molested by the man before, she decided to have a nap in her cousin’s room as the man was not at home.
She later woke up to find the man, who was sitting at the edge of the bed, pulling his hand back after violating her.
A few days later, the two families had a meeting, where the man apologised for his behaviour. The family collectively decided that they would not make a police report.
The younger victim sought counselling after the sexual assault, and later left to work abroad.
In August 2019, the older victim, then 34, eventually made a police report after her domestic worker told her that she had spotted someone who looked like the accused near her home.

Sex predator who used Instagram to lure girls to his home gets 12½ years’ jail, caning​

SINGAPORE - A sex predator randomly sent messages to girls on Instagram, offering them cash or jobs to lure them to his home so that he could sexually violate them.
Davis Khor Khai Gin, 47, enticed at least four girls, aged between 13 and 17 years old at the time, to his flat between August 2020 and February 2021.
He performed sexual acts on three of these girls, but the fourth managed to escape his clutches.
On Friday, Khor, a senior aircraft engineer, was sentenced to 12½ years’ jail and 13 strokes of the cane by the High Court.
He had earlier pleaded guilty to four charges: one for attempted statutory rape of a 13-year-old identified as V1, one for sexual penetration of the same girl, one for sexual penetration of a 15-year-old identified as V2, and one for sexual grooming of a 14-year-old identified as V3.
Another six similar charges were taken into consideration during of sentencing.
On Aug 20, 2020, Khor messaged V1 on Instagram, introducing himself as William, and asked her whether she needed cash.


Khor offered her $200 to let him touch her body, and V1, who had just run away from a welfare home, agreed.
The next morning, Khor booked a Grab ride to pick her up. When she entered his home, she saw an iPad and four $50 notes on a table.
As the iPad recorded them, he took off her clothes and violated her with a sex aid. He also tried to have sex with her but gave up after a while.

Khor later passed the money to her, told her not to tell anyone about their encounter, and asked her to delete their Instagram chat. He then booked a Grab ride to send her home.
He continued to message V1 on Instagram with offers of cash to visit his place again.
On Feb 23, 2021, V1 found herself in need of money and agreed to meet him. Again, he violated her with a sex aid while recording the acts. He tried to have sex with her, but failed again.
He then gave her $200 and warned her not to tell anyone about the incident.


Khor used the same method to ensnare V2, who was then 15, in August 2020.
He told V2 that he could pay her $200 for a job that included cuddling and being his companion for two hours.
She initially did not respond, but he kept messaging her, and she relented the following month.
At his home, he told her to undress and violated her with a sex aid while the acts were being recorded. He then tried to have sex with her but she told him to stop.
Khor then gave her $100 instead of $200, saying that the session was not complete. She took the money and left in a Grab car that he had booked.
As for V3, Khor persistently messaged her from Dec 20, 2020 onwards, asking if she was interested in a part-time job.
He offered her several options, including waitressing and working as a kitchen helper, and told her that the highest-paying job was an “indecent one” involving him touching her body for $200.
V3 told him that she was only 14 years old and she was only interested in the waitressing job. But Khor kept persuading her to meet him.
She relented on Jan 5, 2021, and agreed to meet him.
When she arrived at his flat, Khor told her that if she stayed for two hours, the $230 cash he had placed on a table would be hers.
After he put his arm on her waist, she insisted that she wanted to leave. Khor let her leave after handing her $30.
Deputy Public Prosecutor Edwin Soh had sought 13 to 16 years’ jail and 13 strokes of the cane, while defence counsel Favian Kang asked for not more than 13¼ years’ jail.
In mitigation, Mr Kang submitted a letter from Khor’s former wife, pleading for leniency.

Youth who raped drunken teen gets nearly 10 years’ jail, caning​

SINGAPORE - A 22-year-old who raped a drunken teenager after taking her home was sentenced to nine years and 11 months’ jail and six strokes of the cane by the High Court on Thursday.
Delwin Neo Kah Keng had sent text messages to various friends, including one asking if he was “too innocent to not even touch her”, when the girl fell asleep after rejecting his advances.
Despite being told by one friend that he would be a rapist if he had sex with the girl, Neo, who was then 19, forced himself on the 18-year-old.
Neo pleaded guilty in January to one charge of rape committed in the early hours of Nov 21, 2019, as well as two charges for unrelated sexual offences committed against another victim.
Nine other charges were taken into consideration during sentencing.
In sentencing, Justice Audrey Lim agreed with prosecutors that the victim was vulnerable, given that she was intoxicated and that Neo was opportunistic in taking advantage of her inebriated state.
The judge noted that he knew the girl was drunk and insisted on taking her home despite meeting her for the first time that night.


He decided to remain at the teenager’s flat when he realised that she lived alone, said Justice Lim, even though the victim, who believed that he would leave after taking her home, had told him to lock the gate and throw the keys inside.
But the judge took into account that Neo was 19 at the time.
Justice Lim said deterrence is the primary consideration, but she was cognisant of his relatively young age and that rehabilitation also features as a sentencing consideration.

On the night of Nov 20, 2019, Neo, then a full-time national serviceman, met the victim at a birthday party he had organised for a friend at a club in Clarke Quay.
The victim became intoxicated and at about 2am on Nov 21, he sent a video of her lying drunk on a sofa to a WhatsApp group chat he had created for those attending the celebration.
At about 2.20am, he told the group chat that he was taking the victim home.
One of his friends told him not to do so, but Neo disregarded this. A promoter at the club offered to send the girl home, but Neo insisted that he would do so and booked a taxi.


After entering her unit, she told him to lock the gate and throw the keys through the gate. Thinking that he had left, she took off most of her clothes and got into bed.
At some point, he asked her for various sexual acts, but she said no and fell back to sleep.
Neo then texted two female friends to say that he was in the victim’s home. In spite of his friends’ advice not to touch her, he raped the victim.
The victim woke up and pleaded with him to stop, but he continued. She later chased him out of her flat.
On her friend’s urging, the victim reported the rape to the police in the early morning of Nov 22.
In mitigation, his lawyer Suresh Damodara urged the court to take into account Neo’s attention deficit hyperactivity disorder and adjustment disorder.
He argued that Neo spared the victim from having to go through a trial by pleading guilty, and that his “youthful folly” was a relevant consideration.
But Deputy Public Prosecutor Hidayat Amir said there was no causal or contributory link between Neo’s psychiatric condition and the offences.
He said the ordeal left the victim with nightmares and flashbacks for around two years, and led her to commit acts of self-harm and harbour suicidal thoughts on many occasions.

SINGAPORE – Before going to prison, a woman asked her husband to take care of his stepdaughter, but he raped the girl instead.
His multiple sexual offences against the victim when she was between 10 and 13 years old led her to having suicidal thoughts.
On Tuesday, the man, now 50, was sentenced to 18 years’ jail after he pleaded guilty to one count of rape and one count of sexual assault by penetration. Three other charges were taken into consideration.
Deputy Public Prosecutors Marcus Foo, Yohanes Ng and Goh Qi Shuen said the man married the victim’s mother in Batam some time in 2015 and moved to a flat in Singapore in September 2017.
On Sept 21, 2017, after she was sentenced to 14 weeks’ jail, the wife entrusted the care of her child to the man. Court documents did not mention her offence.
A few days later, the girl was asleep on the sofa in the living room, while her stepfather slept on the floor. She woke up when he stretched his hand out and touched her breast over her clothes.
He then pulled her down to the floor and removed her shorts and underwear before sexually assaulting her. He noticed her attempts to resist his assault both physically and verbally, said the prosecution.


Afterwards, he told the girl not to tell anyone or else he would assault her further.
On another occasion that month, the girl was asleep on the sofa when the man pulled her down to the floor and removed her shorts and underwear.
He failed in his first attempt to rape his stepdaughter while she tried in vain to push him away. He eventually managed to rape her as she cried out in pain. He raped her a few more times that month.

Between 2017 and 2020, after his wife was released from jail, he committed more sexual offences against the girl when her mother was asleep. The victim kept mum as she was afraid of his threats.
The offences finally came to light when the woman, who had divorced him by then, called the police on Oct 5, 2021, over a separate incident involving her then boyfriend and her daughter.
When the girl revealed that her former stepfather had non-consensual sex with her when she was younger, her mother confronted her former husband, who initially denied sexually assaulting the girl.


He then tried offering to give his victim $500 a month, apologised for his actions and asked them not to report the matter to the police.
On Oct 6, 2021, a police report was made, and the man was arrested. The victim was then seen by a child psychiatrist.
The prosecutors said: “It was noted that the victim had stated she had suicidal thoughts for many years since 2017 as she did not like what was done to her, which she had to endure. The victim also reported that she would have recurrent flashbacks of the incidents.
“She would also feel anxious and tend to be more careful about men in public and would freeze if there were men nearby due to her fear of being molested. While she feels better now, she still has feelings of anger with herself for not disclosing the matter earlier.”
The prosecution asked the court to sentence the man to 17 to 20 years’ jail, with another 10 to 12 months in lieu of the mandatory minimum of 24 strokes of the cane. Those who are 50 and above cannot be caned.
They also highlighted the significant abuse of trust and position by the offender and the long period of abuse and sexual grooming.

SINGAPORE – After a family dinner celebrating his wife’s birthday, a 65-year-old man took his 11-year-old granddaughter to a staircase landing and forced her to perform oral sex on him.
It was not the first time the man had sexually assaulted the girl.
He began molesting her when she was 10, and for more than 1½ years, committed various sexual offences against her.
On Monday, the man, who is now 68, was sentenced to 12 years’ jail after he pleaded guilty in the High Court to a charge of rape for the staircase landing incident on July 10, 2020.
The definition of rape in the Penal Code was expanded in 2020 to include oral and anal penetration without consent.
His sentence includes a six-month term in lieu of caning. The rape offence carries at least 12 strokes of the cane, but the man cannot be caned as he is more than 50 years old.
Eight other charges, for sexual offences committed between June 2019 and January 2021, were taken into consideration during sentencing.


They include a second rape charge as well as charges for molesting the girl, showing her a pornographic image on his mobile phone, and exposing himself to her.
Deputy Public Prosecutor (DPP) Lee Da Zhuan told the court that the victim visited her grandfather and her step-grandmother at the couple’s flat regularly on Sundays, together with the girl’s mother, stepfather and step-siblings.
On July 10, 2020, nine members of the family, including the victim and her grandfather, went to a shopping mall to celebrate the birthday of the girl’s step-grandmother.

After dinner, the family members headed to the couple’s flat, and the victim’s step-grandmother told the girl to accompany the man to buy durians at a nearby stall.
The victim agreed to go with him. On their way back to the flat, the man took the girl to a staircase landing, which was one flight of stairs up from the ground floor.
She turned away when he kissed her. He then pulled her jeans down and molested her.
The prosecutor said: “The victim felt disgusted and nauseated.”
The girl pulled her pants up and wanted to walk away, but the man grabbed her wrist and pulled her back. He then forced her to perform oral sex on him.
After the sexual acts, the man took her back to the ground floor.

The prosecutor said the girl did not fully understand the nature of her grandfather’s actions, and only subsequently learnt about “good touch” and “bad touch” in her Primary 6 sex education classes.
She felt very angry about the sexual offences, but was not able to confide in a trusted adult, added the prosecutor.
“She was very close to her grandfather when she was younger, but now does not like him because of the sexual offences he committed against her.”
On Jan 25, 2021, the girl was referred to a school counsellor after she told her form teacher about a disagreement with her mother.
She told the counsellor that her grandfather had committed sexual acts against her.
The counsellor then contacted the Ministry of Social and Family Development.
The next day, child protection officers took the girl to make a police report. The man was arrested the same day.
On Monday, DPP Michelle Tay said the victim suffered serious emotional and psychological harm as a result of the man’s acts.
In a victim impact statement, the girl said she had nightmares about what her grandfather did to her. She also tried to harm herself and had to undergo counselling for suicidal thoughts.
The girl added that she is getting better, but still has flashbacks and is scared of older men. She added that she feels anxious and has sweaty palms whenever an old man sits beside her on the bus.
Defence counsel Mohamad Hasbu Haneef Abdul Malik sought not more than 10 years’ jail, highlighting that the man had pleaded guilty and was of advanced age.

SINGAPORE - A man who slapped his 12-year-old stepdaughter after she came home late on April 26, 2022, went on to sexually abuse her later that day.
The girl has since been removed from her family and is now living in a home.
Her 32-year-old stepfather pleaded guilty to sexually penetrating the child and was sentenced to 10 years’ jail on Thursday.
Two other charges including one count of assault were considered during sentencing.
The man, who cannot be named due to a gag order to protect the girl’s identity, was also ordered to receive 12 strokes of the cane.
Deputy Public Prosecutor Zhou Yang said that the offender lived in a flat with his wife, the victim and her six siblings as well as the victim’s grandparents and uncle.
The DPP added: “The accused admitted that he treated the victim like his own daughter.

“The victim’s mother likewise observed that the accused and the victim shared a relationship akin to that of a father and daughter... The victim would confide to either her or the accused when she faced problems.”
On April 26, 2022, the girl had gone to play sepak takraw with her friends after school at around 4pm.
She was on her way home about two hours later when she met her stepfather at the ground floor of their block of flats.

Unhappy that she had come home late, he slapped her cheek and pulled her hair.
The pair then entered a lift. Instead of pressing the button for the seventh floor where they lived, he pressed the button for the 15th floor, the highest floor of the block.
The DPP said that he had done so, as that floor was secluded.
When they reached their destination, the man confronted his stepdaughter about her Instagram chat with a 15-year-old boy who had asked her for sex.

Court documents did not state how the stepfather found out about the message.
After that, the man asked the girl if she wanted to have sex with others. Feeling disgusted, she said “no”.
He then told her that he wanted to conduct a check and sexually penetrated her.
As the pair made their way back home soon afterwards, he told her not to tell anyone about the incident.
Despite this, she told two of her classmates about it the next day and one of them asked the victim to alert their school counsellor.
The victim was initially reluctant to do so, as she knew that she would then be separated from her family and removed from the flat.
But she soon relented and alerted the counsellor, and the school’s vice-principal was also informed about the incident.
The victim lodged a police report that same day, with help from the vice-principal and Child Protective Service officers.

SINGAPORE - A 24-year-old man with a foot fetish who committed sexual offences against 28 known victims over seven years was sentenced to 15 years’ jail and eight strokes of the cane on Monday.
In sentencing, High Court judge Hoo Sheau Peng told the man that he has a long way ahead after he is released from prison. She urged him to comply with any necessary psychiatric and psychological treatment, and to not relapse into committing similar crimes.
When he was between 14 and 21 years old, the offender preyed on younger children in his neighbourhood, his schoolmates and national service bunkmates, and took photographs of his victims’ hands and feet. He also licked the bare feet of several boys he had met online or chanced upon.
In one case, when he was 20, he entered his former secondary school wearing his old school uniform and lured a 13-year-old student to a secluded location under the guise of filming a school project.
The man cannot be named because he was below the age of 18 when he committed some of the offences.
He pleaded guilty last week to 10 charges, including two for sexual penetration of a minor and five for aggravated outrage of modesty.
Another 33 charges were taken into consideration during sentencing.

Justice Hoo noted that despite receiving some counselling and professional intervention in secondary school after complaints were lodged against him, the offender persisted in his behaviour.
She said: “Unfortunately, his offending behaviour was not adequately addressed or brought to the attention of the authorities even after certain reports were made against him.”
The man was first counselled in 2012 after he inappropriately touched a secondary school classmate and exposed himself.

Between 2013 and 2015, he received more counselling and was taken to see a psychiatrist after multiple incidents against classmates and juniors.
A police report was made against him on Feb 28, 2020, by the 13-year-old he molested after trespassing into his former school. He was arrested on March 12 that year and released on police bail.
While out on bail, he committed offences against three more victims, who lodged a police report against him on Aug 15, 2020. He was re-arrested on Aug 19, 2020, and released on bail the next day.
On Oct 8, 2020, a girl who was seven years old when he molested her in 2013 confided in her teacher about the assault.
She was too young to understand what he had done at the time, but eventually realised that his actions were wrong after attending sexual education classes and watching a documentary about sexual assault with her mother.
The man was re-arrested on Oct 15, 2020, and has been remanded to date.


Justice Hoo said that in view of his pattern of offending, the hurt and harm he has caused to many young and vulnerable victims, and his risk of reoffending, a stiff sentence was warranted.
But a degree of leniency was also warranted, given his young age at the time, his borderline intelligence, and the lack of appropriate and adequate early intervention, she said.
In August 2013, at a playground near his house, he told a girl to follow him to a tunnel, where he made her touch him sexually, made her perform a sex act on him, and took photos of her hands and feet.
In the same year, he exposed himself and moved a classmate’s hand downwards, but the classmate pulled his hand away in time.
In 2018, while he was serving full-time national service, he molested a sleeping bunkmate and took photographs of the victim’s feet.
In 2019, he approached a 12-year-old schoolboy at a shopping mall and took the victim to a toilet. He then told the boy to film him licking the victim’s feet, before he exposed himself and told the boy to touch him.

SINGAPORE – After suffering five months of sexual abuse at the hands of her employer, a 45-year-old domestic worker packed her things and insisted on leaving the flat.
The man’s brother called the police in an attempt to stop her. When the officers arrived, the Indonesian woman told them that her employer had sexually assaulted her.
Her employer was arrested on the same day.
On Tuesday, Tan Jeck Tuang, 69, was sentenced to 15 years’ jail after he pleaded guilty in the High Court to one charge each of rape and outrage of modesty.
Six other charges, for outrage of modesty and sexual assault by penetration, were taken into consideration during sentencing. The offences were committed between November 2020 and March 2021.
In sentencing, Justice Aedit Abdullah said Tan had treated the woman as a sexual plaything. The victim was vulnerable because of the difference in power between her and the man, the judge added.
Justice Abdullah also ruled that no gag order was necessary on Tan’s name, saying it was doubtful that identifying the man would lead to the identification of the victim.


Tan’s lawyer had asked the court in mitigation to consider the man’s advanced age and to not impose what would amount to a life sentence.
But Justice Abdullah said he did not see merit in the proposition that Tan’s age warranted a sentencing discount.
“Those who do not wish to die in prison are advised not to commit offences that would leave them to die in prison,” said the judge.

The victim started working at Tan’s flat, which he shared with his sister, in August 2020. The maid’s main responsibility was to care for him, following his diagnosis of vascular dementia in June 2020.
Vascular dementia is a type of dementia that leads to progressive memory loss, decline in intellectual ability and personality changes. It is caused by reduced supply of blood to the brain due to damaged blood vessels.
On Nov 7, 2020, Tan asked the victim to prepare food for him while he was in his room. After he had his meal, he called the victim back into his room to collect the plate.
When the victim entered his room, Tan pulled her hand and said “sleep”. The victim immediately felt weak, helpless and as if she was about to faint, prosecutors told the court.
Tan then kissed her, lifted her shirt and committed various sexual acts on her.


After the victim opened her eyes, she confronted the man. He said “sorry”, and said that he enjoyed her body.
“The victim felt shameful and disgusted following the incident,” said prosecutors.
The woman decided to keep her stained shirt as evidence, and subsequent DNA analysis found Tan’s semen on the shirt.
Some time between February 2021 and March 2021, Tan told the maid to check the fridge to see what meat was available.
The man then approached the victim from behind and said “sleep”. Again, the victim immediately felt weak, helpless and as if she was about to faint.
Tan then dragged her to a chair and forced her to perform oral sex on him.
On April 11, 2021, the maid tried to leave the flat, saying that she did not wish to work for Tan any more. Due to her insistence on leaving the unit, Tan’s brother lodged a police report seeking police assistance.
After Tan’s arrest, she was assessed at the Institute of Mental Health and diagnosed to be suffering from major depression following the sexual assaults.
Deputy public prosecutors Theong Li Han and Quek Lu Yi sought at least 15 years’ jail, noting that the victim had suffered significant mental trauma as a direct consequence of Tan’s actions.
Defence counsel Teo Choo Kee asked for about 10 years’ jail. “What my client did was deplorable but certainly not the worst of its kind,” he said, adding that Tan had been a law-abiding citizen.

Man who raped friend to help her ‘get rid of ghosts’ gets nearly 19 years’ jail​

SINGAPORE – A 20-year-old man who had unreciprocated feelings for a female friend told her that there were ghosts following her, while assuring her that he was a temple medium who could get rid of the spirits for her.
Over several days in 2019, under the pretext of performing consecration rituals, the man sexually exploited the 22-year-old woman, escalating from molesting her to eventually raping her.
He even tried to get her pregnant so that she would be forced to remain with him.
On Thursday, the man, who is now 23, was sentenced to a prison term of 18 years, 11 months and three weeks, and 16 strokes of the cane.
He pleaded guilty in the High Court to two charges of rape and one charge of sexual assault by penetration.
Four other charges were taken into consideration. The offences took place between July 22 and 27, 2019.
He cannot be named under a gag order to protect the identity of the victim, who is now 25.


Deputy Public Prosecutor Emily Koh told the court that the man and the woman first got to know each other in secondary school.
The victim addressed the man as “kor”, meaning elder brother, despite him being younger than she was.
In mid-2019, the man contacted the victim on Facebook, and they rekindled their friendship.

He drove her to and from work and had dinner with her and another friend. He developed romantic feelings for the victim, but she was still interested in her former boyfriend.
Shortly before the offences were committed, the man told the victim that he had been helping at a temple and was a medium for the rabbit companion of Chinese mythological character Chang Er. He also took her to the temple.
On July 21, 2019, while they were at the victim’s home, the man told her that there were spirits following her and her sister, and that there were ghosts in the flat.
He assured her that he could perform consecration rituals to get rid of the ghosts, so that no harm would come to the two women.
To perpetuate the ruse, he gave the victim some amulets and talismans.
During these “rituals”, the man chanted prayers and drew talisman markings on her body with his finger.


The victim was fully clothed on the first few occasions. Subsequently, the man told her that she had to take off all her clothes, and deceived her into believing that sexual acts were part of the rituals.
During one purported ritual on July 25, 2019, he convinced the victim that sex was required as part of the ritual.
The prosecutor said: “He had only told the victim that it was necessary for the consecration ritual because he knew that the victim would not agree to having sex with him otherwise.”
After a second rape on July 27, 2019, the woman was advised by her friends to lodge a police report after she told them what he had done to her. She did so two days later.
On Thursday, Deputy Public Prosecutor Sruthi Boppana sought 17 to 23 years’ jail and 16 strokes of the cane.
She argued that the element of premeditation in the case was further aggravated by the degree of deception involved.
She added that the victim – who was assessed in 2020 to have below average range of functioning – was defenceless against falsehoods the man had spun.

SINGAPORE - A teenager was made to feel like a “sex slave” by her brother-in-law, a man she regarded as a brother but who really was a predator who sexually abused her from when she was about nine years old.
The court heard that on one occasion in 2017, he raped her after watching pornography on his mobile phone.
She had desperately tried to stop him, by blocking the door to her room with the television set she had. The man’s wife – the victim’s eldest sister – was not home at the time, and the rest of the family members were all asleep.
The man, now 40, only stopped when he heard the victim’s mother opening her bedroom door. The girl, who is now 21, was between 14 and 15 years old then.
The man was sentenced to 18 years’ jail and 16 strokes of the cane on Monday, after he pleaded guilty to a charge of rape and another charge of sexual penetration of a minor. Ten charges involving sexual offences against the same victim were taken into consideration for the purpose of sentencing.
His lawyer Ryan David Lim said his client did not contest the charges, and had pleaded guilty to spare the victim from having to testify in court. The man was hoping to be given 10 strokes of the cane.
But the perpetrator, who cannot be named due to a gag order to protect the victim’s identity, was sentenced to more strokes by District Judge Terence Tay, who described the offences as heinous and the acts as revolting.


The man had married the victim’s sister in 2009, and they lived in a flat with their four children, the victim and her parents until 2020.
“The victim and the accused shared a close relationship, in that the victim treated the accused like a brother and trusted him,” said deputy public prosecutors Yohanes Ng and Teo Lu Jia.
On five occasions in 2012 and 2013 before dropping the girl off at school or while they were out running errands, the offender drove her to a secluded carpark and performed a sex act on her, causing her to feel pain.

He also got her to perform sex acts on him during that period. The man was around 28 years old and she was about nine.
The prosecution said he decided to take advantage of his sister-in-law after watching pornographic videos of sexual acts committed against young teenagers.
The offences came to light when the victim made a police report on March 14, 2022, on her boyfriend’s urging. The man was arrested the next day.
The victim did not tell anyone about the abuse earlier as she wanted her family members to be on good terms, and because she did not want to make things “more messy”.

Said the prosecution: “She was also concerned that no one would believe her, and she also did not want to affect her sister’s marriage with the accused. She also felt close to the accused as he was a family member who occasionally gave her extra pocket money.
“However, she felt like the accused’s ‘sex slave’ due to his actions.”
The prosecutors argued for him to be sentenced to between 18 and 20 years’ jail, with 16 to 20 strokes of the cane.
They highlighted the importance of general deterrence, and noted the difficulty in detecting intra-familial sexual abuse and the barriers faced by victims in reporting such crimes.
They added that such offences involving minors generate public disquiet and aversion.
Mr Lim said his client has since divorced the victim’s sister and started a new relationship with a fellow divorcee.

Jail, caning for ‘father figure’ who raped girl after she fell victim to stepfather​

SINGAPORE – Before she was 14, a girl had been sexually abused by two men who were supposed to protect her as her “father figures”.
One of them, 44, pleaded guilty on Thursday in a district court to one count of raping the girl in 2020.
The prosecution said he was the victim’s third father figure and she had trusted him. At the time of the offence, he was 41 while the girl was only 13.
The accused cannot be named to protect the victim’s identity.
Sentencing the man to 10 years’ jail and 10 strokes of the cane, District Judge Hairul Hakkim Kuthibutheen called his conduct “abhorrent and despicable”.
He noted that the young victim had already endured sexual abuse by her stepfather – her second father figure – for almost three years from 2017 to 2020.
“Despite knowing the victim’s specific past, the accused persisted to take advantage of her vulnerability,” said Judge Hairul, adding that this was an aggravating factor in sentencing.

Her stepfather was sentenced to 18 years’ jail with 24 strokes of the cane after he pleaded guilty in June this year to one count of rape and a sexual assault charge, according to court documents.
But caning was not imposed on the stepfather as he had just turned 50.
The court heard on Thursday that the accused got to know the victim and her mother in early 2020, when they moved to another flat. The victim’s biological father had ceased contact with her around 2016 to 2017.

The accused, who was their neighbour, subsequently started a romantic relationship with the victim’s mother. He eventually moved into their flat.
In June 2020, he performed a sexual act on the victim in the master bedroom of the flat while her mother was asleep in the room.
Deputy Public Prosecutor Yohanes Ng said the victim was shocked but allowed the act.
This was the start of sexual activities between the two, which lasted till October 2021. The victim consented to the sexual acts but felt disgusted by them, said DPP Ng.
On July 18, 2020, the man raped the girl while her mother was on an outing with his sons.
They were watching a movie in the living room when he initiated sexual contact by touching and kissing her.

DPP Ng said she reluctantly reciprocated “because she thought he gave her what she had called a death stare, which was namely a threatening look”.
“She knew, from her experience with (the stepfather), that the accused wanted to have sex with her,” he added.
The accused’s acts came to light only on Oct 4, 2021, when the victim’s mother found him and the girl in an intimate position.
After the man confessed to having had a sexual relationship with the victim, her mother made a police report the next day.
As a result of the two men’s sexual abuse, the girl felt disgusted and angry. She was also suicidal and harmed herself when she felt stressed by what they had done to her, said DPP Ng.
DPP Ng, along with DPPs Marcus Foo and Goh Qi Shuen, said in their sentencing submissions that the accused should be jailed for 10 years with six strokes of the cane.
In mitigation, Mr Joshua Phang of TSMP Law said his client had pleaded guilty at the earliest possible opportunity and had cooperated with investigations.
Judge Hairul said he was not inclined to give the maximum discount that comes with a plea of guilt as the accused had “literally been caught red-handed with his pants down”.
Describing the man as a father figure to the girl, the judge added: “He was entrusted by the victim’s mother to look after the victim, to protect her from unwarranted advances.
“Yet, he was the one who took advantage of the opportunities he was given to be alone with the victim. He left the victim painfully and permanently scarred from his advances.”

SINGAPORE – A cleaner who raped a 23-year-old woman in 2019 after pummelling her and dragging her into a forested area in Kranji was sentenced to 16 years’ jail and 12 strokes of the cane on Friday.
The victim, a university student, had ended up in Kranji late at night after she took the wrong MRT train on her way back to campus, prosecutors told the High Court.
Indian national Chinnaiah Karthik, now 26, pleaded guilty to a charge of aggravated rape for his attack on the woman at about 1.30am on May 4 that year.
He assaulted the victim so brutally that the victim’s then boyfriend could not recognise her when he visited her in hospital, owing to the severity of her facial injuries.
Deputy Public Prosecutor Kayal Pillay said the victim was returning to her residential hall from Changi when she accidentally boarded the wrong train, and found herself at Kranji MRT station.
After checking a map app, the victim decided to wait for a bus that would take her to her campus.
At the time, she was on a long-distance call with her boyfriend and was quarrelling with him. There were several people at the bus stop, and she decided to walk to the next bus stop to get some privacy.

Caught up in the call, she walked for 10 to 15 minutes without paying attention to her surroundings.
As she walked past a sign for the Singapore Turf Club, Chinnaiah walked up to her and asked if she was okay. She replied that she was fine and asked him to leave her alone.
She then tried to walk back to the MRT station, but Chinnaiah grabbed her arm and pushed her down Turf Club Avenue, away from the station.

The victim could not understand his mumblings and walked in the direction he had indicated.
After some time, she realised that he was following her, and told her boyfriend about it. The boyfriend urged her to head to an open space and try to flag down a taxi, but there were no open areas and the road was deserted.
The woman decided to cross the road, but Chinnaiah caught up with her at the road divider and threw a punch at her face.
The boyfriend heard screams and noises over the phone, and shouted for her, but the line went dead. He then contacted her hall mate, who called the police.
Meanwhile, Chinnaiah was hitting the victim repeatedly, causing her spectacles to fall from her face.
He placed her in a headlock under his arm and dragged her into the forested area. He pinned her down by the neck as he raped her, and when the victim tried to pull his hand away, he tightened his grip.

After the rape, he drank from her water bottle and poured the remaining water over her lower body.
He then walked deeper into the vegetation, leaving the victim alone. She grabbed a pair of scissors from her bag in case he returned, found her ringing phone, and told her boyfriend she had been raped.
She walked back to the main road and sat there crying until the police arrived at around 2.05am.
Footage from surveillance cameras near the scene shows that Chinnaiah tailed the woman for about 15 minutes, hiding behind a tree at one point, before they disappeared from sight along Turf Club Avenue at 1.32am.
She emerged from the vegetation in a dishevelled state at 1.48am.
Police officers conducted investigations at nearby dormitories and housing areas, and caught Chinnaiah the next day, on May 5, 2019. Forensic tests detected his DNA on the victim’s clothes and body.
After a psychiatric evaluation found that he was unfit to stand trial, he was given a discharge not amounting to an acquittal on Aug 1, 2022, and remanded at the Institute of Mental Health.
He was reassessed and found fit to plead on Jan 16, 2023.
On Friday, Deputy Public Prosecutor Yvonne Poon said that four years on, the victim still suffers the emotional and psychological effects of the incident.
She has distanced herself from her family and friends and often cries at home. She did not tell her parents about the incident out of shame, and never sought therapy or counselling as she believed it would not help her.
