In 2030, citizen will have to apply for a certificate of Pro-creation, (COP) then a certificate of affordable housing (COAH) & a Certificate of entitlement (COE) to buy a car, then they are entitle to the baby bonus.

There will be means testing for the COP...with the COP, then they are allowed to have 1 child, 2 child 3 child & so forth....don't you think, this would not occur??
