Is the MBS trying to "gamble" with people's life?

As a business in a 3rd world country where regulations are lax or non-existent, MBS obviously wants to skimp on costs.

They didn't skimp on cost. I know of someone who works as a lifeguard in MBS, they get paid >$2K a month. That's definitely an overpaid lifeguard. They just didn't hire a competent one
