what drifter means is that mebbe no need report but can tell the girl to put back cos she did the wrong thing.

Report may be a bit harsh cos of her age...but telling her will be a good option. It could help her in the long run.

Very situational decision to make her. Most likely, many people will not report the 10yo. She probably has never tasted chocolates for a long time and her parents may not have the money to spend for her crave. The shop owners can afford to lost some profit but than, the chocolate could be overly priced beyond the parents willingness to spend.

On the other hand, if the girl is a teenager wearing short skirts and Ah Lian type, I will report her to the owner and help them call the police in case the owner is a Hum Sup Lou and demand payment in kind from the girl to exonerate for her guilt.
