The reason that children of a Japanese woman and a foreign husband take their mother’s surname is because of Japan's strict family registry system - the Koseki. It is because a foreign husband is not a Japanese citizen, he cannot have his own Koseki, and cannot be the head of one. When a Japanese woman marries a foreigner, she does not join a husband's registry. Instead, a brand-new Koseki is created for her; listing her as the head of the household. Her foreign husband’s name is written in the margins as a matrimonial fact, but he is not legally a member of that registry.
