Why Google Map Street View cannot see Lee Kuan Yew House?

Why is the street view of 38 Oxley Road not available on Google Map? It's not the whole of Oxley Road - just the section where Lee Kuan Yew lives - no street view. I wonder who paid money to block out this portion?

Oxley Road not public road, i remember they have a sign at the junction with River Valley Road that said cannot turn in except for residents...

To be fair, it's not just his house that is not available on Google Maps/Earth. You also wouldn't be able to get:

1600 Pennsylvania Ave, Washington D.C, U.S.A
10 Downing Street,Westminster, London, SW1A 2AA, United Kingdom

Governments can claim privacy on the grounds of a threat to national security.
