I was an ex-convict and a repeated drug offender. I have stayed away from drugs since my release in Feb 2004. After working as a general worker for several years, I started a small construction business in 2007. I married a PRC national, a divorcee who brought her son here to study in 2005. I applied for PR on their behalf in Aug 2008.
In Nov 2008, I received a reply from the Immigration & Checkpoint Authority (ICA) that their PR applications were unsuccessful "in view of your (my) adverse records."
I made an appeal through Mr. Zainudin Nordin, MP for Bishan- Toa Payoh GRC. On Dec 2008, I received a reply that my appeal was unsuccessful, citing the same reasons.
On Sept 2009, I applied for PR for them in separate application forms. I received an invitation letter for PR for my step-son. A month later, I was informed that my wife's PR application was unsuccessful, again citing the same reason.
To date, my step-son's PR application is still pending. As a foreign student, his monthly school fees were $130.50. He is currently studying in a secondary school and paying monthly school fees of $226. Furthermore, in order to adopt him, his mother must be a Permanent Residence - a basic requirement by the Family & Community Development Town.
Due to my wife's unsuccessful PR applications, I have not been eligible to purchase a subsidised flat directly from HDB. The subsidised flat is only available to applicants with a family nucleus, comprising of at least a Singapore Citizen and a PR.
I am allowed to purchase a HDB flat from the open market through the Non-Citizen Spouse Scheme and eligible for the CPF Housing Grant for Singles of $11,000. However, the open market selling price for a three-room flat - $270,000 to $300,000 - far exceeds my financial capabilities.
The Government has been encouraging the public and employers to give ex-inmates a second chance through programs like the "Yellow Ribbon". However, from these experiences, I feel harshly done by and brushed aside by the above mentioned authorities because of my past records. I would like to make an appeal to grant me a second chance to lead a normal life - to start a family, raise my child and have a place I can call home.
