Does frontpage headline on the haze in today's ST tell you anything?

Headline:

Govt moves to address conerns over haze

Sub-headline:

It spells out game plan to tackle issue, including free masks for needy

It seems to imply that the govt is taking only actions now?

They could do more ....
- provide subsidy for each household to buy air cleaning system;
- reduce electricity tariffs by 50 percent for duration of haze;
- reduce hospitalization fees by 80 percent till the end of the year for respiratory illness.

So many days and still planing? Malaysia already acted. Still delaying action hoping things will get better?

$$$Million Dollar FAP Minister: Be Fair, Refer to 24hr PSI, not 3hr!

[h=2]Ng Eng Hen: Refer to 24hr PSI, not 3hr[/h]

Minister Ng Eng Hen

In a media briefing yesterday evening (21 Jun), Defence Minister and Chairman
of the Haze Inter-Ministerial Committee Ng Eng Hen told the public that they
should refer to the 24-hour PSI reading rather than the 3-hour one.

He said this was because the effects of exposure to pollutants are based on a
“continuum” rather than a “threshold”.

Dr Ng said the effects of the pollutants “are not like bugs” and are based on
factors such as the length of exposure, the density of the pollutants, and
individual variation.

He said that most studies on the exposure to pollutants are based on 24-hour
measurements and added that Singapore’s guidelines are also based on 24-hour
measurements, which state if the 24-hour PSI goes above 300, healthy people
should also stay indoors to reduce exposure. Those who need to work outdoors
should limit their exposure to pollutants by using an N95 mask.

He said, “It is not sensible to have these thresholds now because for some,
the home environment is no different from the school or work. So if you stop
work or close schools, they go back to the home environment, the exposure is the
same.
It is not sustainable because it means a mass closure of outdoor
businesses – airports, ports and other sectors.”

=> For the FAP ministers, it is aircon all the way. For the SG Peasants, it is haze all the way. Hence the assumption?

Second Minister for Environment and Water Resources Grace Fu also said that
it is “important for the public to refer to the 24-hour PSI” and “not be too
overly concerned with the 3-hour PSI which may show spikes and drops from time
to time”.

She said, “The health impacts of air pollutants are actually determined both
by the concentration and also the duration of exposure. So when we measure the
health impact and determine the advisory, the 24-hour measurement is a better
reflection of the total exposure of an individual to particulate matter.”

Meanwhile, NEA has assured that Singapore uses a standard set of methods and
equipment that is based on the US’ Environmental Protection Agency (EPA)
regulations to measure PSI.

NEA explained today (22 Jun) how its network of air monitoring stations
samples and analyses key air pollutants and store real-time data, before
transmitting it to a data management system, which automatically computes the
PSI reading.

An NEA spokeperson said, “Because it is averaging over a 24-hour period, it
may not correspond with what you see outside your window. Because what you see
is the visibility at that point in time. This will not correspond with the
average readings we are taking.”
