The State Department acknowledged that the crew of the destroyer USS Donald Cook has been gravely demoralized ever since their vessel was flown over in the Black Sea by a Russian Sukhoi-24 (Su-24) fighter jet which carried neither bombs nor missiles but only an electronic warfare device.

This video shows the USS Donald Cook sailing into the Black Sea to position itself near Russia’s territorial waters.
On 10 April 2014, the USS Donald Cook entered the waters of the Black Sea and on 12 April a Russian Su-24 tactical bomber flew over the vessel triggering an incident that, according to several media reports, completely demoralized its crew, so much so that the Pentagon issued a protest [1].
The USS Donald Cook (DDG-75) is a 4th generation guided missile destroyer whose key weapons are Tomahawk cruise missiles with a range of up to 2,500 kilometers, and capable of carrying nuclear explosives. This ship carries 56 Tomahawk missiles in standard mode, and 96 missiles in attack mode.
The US destroyer is equipped with the most recent Aegis Combat System. It is an integrated naval weapons systems which can link together the missile defense systems of all vessels embedded within the same network, so as to ensure the detection, tracking and destruction of hundreds of targets at the same time. In addition, the USS Donald Cook is equipped with 4 large radars, whose power is comparable to that of several stations. For protection, it carries more than fifty anti-aircraft missiles of various types.
Meanwhile, the Russian Su-24 that buzzed the USS Donald Cook carried neither bombs nor missiles but only a basket mounted under the fuselage, which, according to the Russian newspaper Rossiyskaya Gazeta [2], contained a Russian electronic warfare device called Khibiny.
As the Russian jet approached the US vessel, the electronic device disabled all radars, control circuits, systems, information transmission, etc. on board the US destroyer. In other words, the all-powerful Aegis system, now hooked up - or about to be - with the defense systems installed on NATO’s most modern ships was shut down, as turning off the TV set with the remote control.
The Russian Su-24 then simulated a missile attack against the USS Donald Cook, which was left literally deaf and blind. As if carrying out a training exercise, the Russian aircraft - unarmed - repeated the same maneuver 12 times before flying away.
After that, the 4th generation destroyer immediately set sail towards a port in Romania.
Since that incident, which the Atlanticist media have carefully covered up despite the widespread reactions sparked among defense industry experts, no US ship has ever approached Russian territorial waters again.
According to some specialized media, 27 sailors from the USS Donald Cook requested to be relieved from active service.
Vladimir Balybine - director of the research center on electronic warfare and the evaluation of so-called "visibility reduction" techniques attached to the Russian Air Force Academy - made the following comment:
"The more a radio-electronic system is complex, the easier it is to disable it through the use of electronic warfare."​

Absolutely nothing out of the ordinary happened to the Cook in the Black Sea in 2014.
Even the ineffectual dick waving the Russians did with their close flyby is far from unusual.
Several Russian sources reported that the Russian Jet used some super-whammodyne jamming device that supposedly brought all electronic and electrical systems down, in some report, it killed the main propulsion on the Cook. All of this supposedly panicked the crew so much they resigned en masse once they got back to a port.
All of this is, of course, utter bullshit.
An aircraft doesn’t have enough power to do any of this, unless of course they set off a nuke, which is a touch rough on the plane and pilot.
Among the authorities that have thrown the bullshit flag on this claim is the Russian Navy… The people who own the plane who did the ineffectual dick waving close flyby.
Anyone who has ever worked on a radar set would laugh their asses off at the idea that a single EW system could take down multiple military systems, much less kill main propulsion.
And US Military Personnel cannot resign, especially when deployed
And the act of such an attack would be a declaration of war.
But the surest sign that the entire story is bullshit is that the Russians are still doing their ineffectual dick waving close flybys and are not being blotted from the sky to prevent another attack.

First, let me tell you that I've been stationed on SIX ships. I've stood my share of underway watches, and I can tell you without hesitation that these "Flyover Games" have been going on since at least the 1960s, when I was on deck.
Soviet Ships "chase" our ships, Soviet jets "buzz" our ships and aircraft all the time in a big game of "Chicken". They're bored, they're curious, and they want to gauge our response time/capability. It's just "fun military stuff".
We know that the Soviets watch our GQ ( gun fire, anti-submarine, and small arms ) drills. The monitor our travels, just as we do theirs.
Only civilians ( in particular: the media ) get their panties all in a wad when these things happen. The truth is, that "Fly-overs" and "Monitoring" ( each other's ship movements ) is an ongoing and normal NON-event. When you stop to think about it, that is precisely WHY our warriors are out there! Remember? It's the same with the Russians. We BOTH want to know where the other force is, what they are doing, what they brought to the party, and what they can do with it. The days at sea are LONG, let's play! Nobody gets hurt, we're just showing off a bit. Fun.

In one of the most aggressive actions in recent memory, Russian warplanes conducted “simulated attacks” on the a U.S. Navy vessel in the Baltic Sea on Tuesday, repeatedly flying within 30 feet of the ship, according to a defense official.

Sailors aboard the destroyer Donald Cook said the aircraft flew low enough to create wake in the sea waters surrounding the ship, and the ship’s commanding officer said the incident was “unsafe and unprofessional,” the defense official said.
“This was more aggressive than anything we’ve seen in some time,” according to the defense official, who spoke on condition of anonymity because U.S. officials have not officially disclosed the incidents.
Sailors aboard the ship described the Sukhoi Russian Su-24 as “wings clean,” meaning there were no visible bombs or armaments on the aircraft, the defense official said.
The nature of the overflight as a “simulated attack” may violate a 1973 treaty between the U.S. and Russia that specifically prohibits this type of maneuver, the defense official said.
The maneuver was one of several aggressive moves by Russian aircraft on Monday and Tuesday.
Shortly after leaving the Polish port of Gdynia, near Gdansk, on Monday, the Donald Cook at was sea in international waters conducting flight operations with a Polish helicopter, part of routine joint training exercises with the NATO ally.
During those flight operations, a Russian Sukhoi Su-24 combat aircraft appeared and conducted about 20 overflights, coming within 1,000 yards of the ship at an altitude of about 100 feet, the defense official said. In response, the commander of the Donald Cook suspended flight operations.
On Tuesday, the Donald Cook was underway in the Baltic Sea when a Russian helicopter — a Ka-27 Helix — made seven overflights and appeared to be taking photographs of the U.S. Navy ship, the defense official said.
Shortly after the helicopter left the area, an Su-24 began making “very low” overflights with a “simulated attack profile,” the defense official said. The aircraft made a total of 11 passes.
The ship's commander repeatedly tried to make radio contact with the Russian aircraft but received no response, the defense official said.
After a formal investigation, the incident may prompt the U.S. government to formally lodge a complaint — or "demarche” — with Moscow, the defense official said.
While Russian aircraft during the past couple of years have conducted numerous aggressive overflights that Navy officials deemed “unprofessional," the incident on Tuesday was the first to be deemed “unsafe,” the defense official saidIn 1973, the United States and the Soviet Union signed a treaty aimed at preventing incidents at sea. That treaty specifically prohibits “ simulating attacks,” according to the U.S. State Department’s website.
The aircraft likely came from a Russian military installations in Kalingrad, an enclave of Russian territory on the Baltic Coast nestled between Poland and Lithuania.

Russian attack jets carry electronic weapons that can cripple the US Navy's missile defence system, Russian state media has claimed.

Russia-1's Vesti programme said an electronic warfare device called "Khibiny" was used by a Russian pilot to completely deactivate the defence systems of the USS Donald Cook in a 2014 encounter in the Black Sea.

The US' Aegis system, manufactured by Lockheed Martin, is designed to protect a fleet against attacks by aircraft, and cruise and ballistic missiles.

But the state-controlled Vesti broadcast claimed the pilot of a Sukhoi Su-24 jet was able to deactivate "the whole ship's systems" with "powerful radio-electronic waves" during the fly-by incident three years ago, around the time of Russia's annexation of Crimea.

"You don't need to have expensive weapons to win [a war], powerful radio-electronic jamming is enough," it added.

At the time the US military confirmed the Donald Cook, a guided missile destroyer, had encountered a pair of Su-24s that repeatedly flew near it in the Black Sea.

But a spokesman, Army Col Steve Warren, said then: "The Donald Cook is more than capable of defending itself against two Su-24s."

The three-year gap between the weapon's use and the broadcast was not explained by Vesti, whose report came at a time of diplomatic tension between the US and Russia.
