1月2号,台湾空军一架UH-60M直升机在宜兰桶后溪山区失事,刚刚参加完所谓元旦升旗的台“参谋总长”沈一鸣身亡,一同身亡的还有包括两名少将在内的一批台军高级军官,仅有坐在后排的5人幸免。这架直升机当时正准备赶往宜兰东澳岭雷达站慰问官兵,顺便发点俗称“加菜金”的压岁钱,让大家过年吃点好的。然而在起飞37分钟后就从台军地面战管雷达的屏幕上消失。

在坠机事件发生后,有关这名倒霉的“参谋总长”的下落就一直没个准确说法,有说他无大碍已经送医的,也有说下落不明的,再到下午台“国防部”终于确认沈的死讯,也使他成为“国军”历史上,死于任上的最高级将领。这也是1974年台陆军两架UH-1H直升机在昌平演习中双双坠毁,导致“陆军司令”于豪章上将重伤截瘫;1990年台空军比奇1900运输机执行防空疏散工程视察任务时失事以来,台军第三次发生高级将领专机坠毁事故。也是台军黑鹰直升机成军以来发生的第三次重大坠毁事故。

目前坠毁的933号黑鹰直升机的黑匣子已被找到,基本已经排除机械故障导致坠毁的可能。造成事故的原因基本上可以认定为飞行高度过低撞山坠毁。这也算圆了事故发生时台军方的“迫降”一说,尽管933号黑鹰摔的面目全非,树枝甚至刺穿了机身,旋翼和尾桨也全部折断,怎么看也不像是一般意义上的“迫降”。说这场事故是一场因为飞行员来不及拉起进而撞山的“迫降”也不为过。

目前机上黑匣子的内容并未完整披露,黑鹰飞行员为何敢于在搭载台军头号军职首脑的情况下还不遵守安全规范的原因仍未揭晓。但根据事发时的数据,这架黑鹰的飞行高度仅为1000米左右,低于当地山头的高度,而依据规定,直升机在此处飞行时高度不应低于1608米。之所以要留出这样的安全余量,是因为当地山区天气变化多端,一旦遇到不可预测的风切变,飞行员根本来不及处置。根据直升机最后一次联络前16分钟的气象数据,当时乌来坪林航线(也就是这架黑鹰的航线)上已经有云雾存在。虽然在直升机起飞时能见度良好,保持1000米高度并不会发生危险,但是根据目击者拍摄到的视频,933号黑鹰在坠毁前正向云里飞行,并没有进行爬升,飞行员显然并未根据气象变化做出有效反应,而且机械执行台军战管人员的指令,难道是怕突然颠簸,影响“参谋总长”的心情?

At present, the black box of the crashed Black Hawk helicopter 933 has been found, and the possibility of a crash due to mechanical failure has basically been ruled out. The cause of the accident can basically be identified as flying at a low altitude and crashing into a mountain.
