ERP must be raised at all gantries. $6 is too little to prevent congestion.

Anyway PAP will raise all ERPs slowly bit by bit, one at a time to lessen the pain but it must be done. The final target if you look at the current congestion should be between $8 to $15. Then the traffic will speed up.
