Finally, SMRT admits that they lack the engineering expertise to assess the conditions of power and track infrastructures. What they can do are basic maintenance and engineering evaluation. They are not able to evaluate reliability assessment, system fault failure and recovery and perform failure modes effect analysis. Why did they not pay the consultants to do the assessment at the start of the new line project or engage them for a service contract to perform check once a year ? The money spent on the experts will save a ton of money arising from train service disruption, service and repair as well as implicit costs related to a loss of reputation. It is money better spent than giving a pay rise to the SMRT CEO who cannot fix a problem permanently.
