Singapore is a very small place fully built-up so people really have no where to hide. And our Police has the resources, network and intelligence to deal with all types of criminals. Loansharks is a menace but as long as the situation is under control its presence is tolerated.
When things are not tolerated then the Police would come down real hard swift and fast. A few years ago a small group of harmless people were trying to stage a peaceful protest at Robinson Road. Riot police arrived within minutes fully armed and the crowd was soon dispersed.
