Depends on who WP decides in the end.

If WP chooses the more English-monolingual Yee or Gerald, then we can safely conclude that Eric could be one of the contenders had he still been there.

If WP chooses those more akin to Hougang ground and the grassroots, dialect speaking types like Yaw himself such as Png, Ng SB, Koh CY or Frieda Chan, then I think Eric would not be considered in the first place.

YSL can't really speak Teochew or any dialect, but at least he's proficiently multilingual in English and Mandarin. ET, GG and YJJ are functionally monolingual in English, certainly not what an Hougang MP is expected to be. ET is already out of the picture. GG and YJJ are already in Parliament as NCMPs. My take is that they should be concentrating on Parliament and EC-JC groundworks so that no matter how PAP gerrymanders the east, they have all corners covered. For Hougang, I think KCY is the best choice, as now stabilization is of the essence. He has a happily married with kids family man image and is as proficiently bilingual as YSL.

Must only a person with good knowledge of teochew be able to win in Hougang?

The late Dr Goh K S could not speak a word of cantonese and needed an interpreter each time he had to talk to his Kreta Ayer residents. But that did not prevent him from winning and retaining his ward election after election.

And that was in the past when speaking dialects was more prevalent. More so today, if residents really support the candidate or the party, even if a minority candidate is field, he or she can still win.
