There's no calculation. But certainly a country with 5 army divisions is an over kill. Even the UK is planning to only have one division in the future.

Technological advances and the military industrial complex are just two reasons why there exists an arms race all over.
First I don't believe its so serious, arms race, I am sure our neighbors had long ago given up trying to compete in this area because of budget.
Secondly, reading the article, it seemed that only 2 helicopters will be aded to existing 6 making total of 8 helicopters. The original 6 were purchased in 2005 and commissioned in 2011 and these 2 new ones will only be delivered in 2016 so it could be 2 new helicopters needed to standby and replace the operation of older ones if it breaks down.
