First I don't believe its so serious, arms race, I am sure our neighbors had long ago given up trying to compete in this area because of budget.

Secondly, reading the article, it seemed that only 2 helicopters will be aded to existing 6 making total of 8 helicopters. The original 6 were purchased in 2005 and commissioned in 2011 and these 2 new ones will only be delivered in 2016 so it could be 2 new helicopters needed to standby and replace the operation of older ones if it breaks down.
