Yes, that wld be applicable and understandable. But if a pensioner speaks out against the pap, can the govt withdraw his pension?

Can't. The person who speaks out against the PAP would have considered the matter carefully. There are many who won't coz they have this 'fear factor' in them. Maybe you are not acquainted with many retired civil servants. They are damn scared of the cheng hu.

maybe these are older civil servants..but there is nothing the govt can do if they speak the truth against the pap

Yoong Siew Wah if you have been reading his comments have never ever revealed anything. Tell me something you learnt from Yoong? Ngiam is a favourite of old man. The only second generation cabinet member to get the better of him is George Yeo who is considered very smart.

Not going to happen. No academic, no consultant, no expert in this field will be caught dead maki such a recommendation. It goes against the grain of good and responsible public service.

A new entrant to the elite Admin Service will ready accept CPF and forgo the Pension if he had any brains as money now is more valuable than more money later. There is more disposable income to invest and the compunding effect provides greater return. It also gives him or her more career mobility without the pension. Pensions are not exactly a perk for these highly marketable and valuable people. Its a handcuff.

Imagine a senior civil servant who has completed the roadmap for landuse. He will be hot commodity in then open market. As a senior civil servant, the accumulated pension will hold him back.

unlike you, in view of the latest recommendation on Ministers' salaries, i think there is a very good possibility that the govt will review the need for pension for top civil servants

Actually, the pension scheme has already been replaced many years back by CPF except for, I believe, the military and the key appointment holders. All new recruits in the Civil Service are now on CPF. Pensionable staff were given, because of their employment contracts, the option to change to a full CPF scheme with their pensions earned so far frozen in time, on more than one occasion. So there is no need to change anything except for the military and the key appointment holders. It is interesting why they have kept the pension scheme for themselves. Of course they always have a good reason.

Yes the Pension scheme is limited to 5 categories of sensitive schemes such Admin Service, Intellgence Svc etc.

Just a correction. The law provides for the pension to be ceased if employment commences with a company either in Malaysia or Singapore. The affected party can seek approval from the President.

Sr Civil Servants are reminded of this before they go into retirement.

There are many deadwood in the service who volunteered to be handcuffed to the civil service for life coz they know they won't have it easy in the private sector where one is assessed more objectively. Life is great in the civil service for many, if not all scholars. They won't get the same treatment outside. A sheltered life indeed.

Let's see how PSD respond to this Ministerial Salaries Review. I wld think it is almost certain that PSD will review civil service salaries, terms and conditions in the near future

Since pension for politicians is likely to go, a valid question is why keep pension for the selected Schemes? I am aware that the govt justified it before...but shd PSD relook at those justifications now??

Being critical is one thing and revealing material abuses, shortcomings etc is another. Not a even a single iota of anything no matter how minor. During his watch, people who were locked for decades were still there. Go read his blog. He is on pension. Catherine Lim on the hand has no acess to anything but her criticism bites and has an impact. So much Govt came out and threathened her.

that's true. i heard it is not easy to get rid of deadwood who are on pension scheme..

No, it more the loss of Pension. OSA covers Official Secrets. You simply cannot charge anyone in court for OSA unless the item revealed is actually a secret.

Pension does not cease when you commence employment. A retiree can be employed, run a business etc and continure to receive pension. It is not alimony. The govt however can step in if the employment occurs with a company in Malaysia and Singapore that is deemed unsuitable.

I can see a pensioner losing his pension if he is convicted for violation of OSA..unless on very solid grounds, the govt cant take a pension at their whims and fancy
