[Potential Fraud/Scan] OCBC - Don't they make sure you verify your mobile number before opening an account?

General

I have been using my mobile number for 6 years plus.

This evening, I received an SMS/text from OCBC saying that I have successfully opened a deposit account with them. The text has some Chinese characters. But no clickable link(s). I still thought it's a phishing text. I did a screenshot and deleted the text.

I immediately locked my ATM card and locked my funds. On a side note, I'm not in Singapore.

Shortly after, I received another text saying that S$69k was withdrawn from that newly opened account. NOT my account!

So I called OCBC immediately. While waiting to connect, I received another text saying that there was an ATM withdrawal/top up of S$600.

It just doesn't make sense. Don't opening a bank account in person at the counter require the person to verify the mobile number (OTP)? Opening the bank account online would also require the person to verify the mobile number, no?

I believe that this person opened the bank account in person as there was an almost immediate ATM withdrawal. The ATM card would have been issued on the spot in order for the person to make the withdrawal within the hour.

I've made a police report and they have called me. It's believed to be a case of the bank officer not verifying this person's mobile number. But it doesn't seem logical cos isn't this verification an important step of account opening?

Really waste my time and effort to check my bank account every half an hour. Also told the police that I made the report cos I want to safeguard myself that I'm not part of this if it's a scam/fraudulent.
