r sinkies given priority when applying for polytechnic places?

i heard from several foreigners that sinkies are indeed given priority when applying for poly admission. We get to choose the courses first, then foreigners get to choose the leftover places. Personally i think this is quite unlikely as the PAP practises meritocracy and many foreigners have been given prestigious scholarships. So any experts care to comment on whether its true that locals are given priority for poly admission?

It is the other way round. Minimum quota are reserved for FTrash while SGs are left to to fight over the remaining vacancies among themselves and with the other FTrash. And mind you, the FTrash are given free scholarships with living expenses thrown in.
