I'm afraid I don't understand that kind of logic.
Because why should
unequal (in terms of wealth) people be treated equally in nominal monetary terms?
But I would agree with you if you meant being treated equally in
percentage terms.
For example, if the fine for some kind of traffic offence is $100, and if the offender's monthly income is only $1,000, that's 10% of his monthly income.
But if the offender has an annual income of $1.2 million, that's a monthly income of $100,000, and the fine would only be 0.1% of his monthly income.
In other words, for the exact same offence with the exact same monetary punishment (in nominal terms), unequal people would be
hurt (in a financial sense) unequally.
So in order for such unequal people to truly (or at least more fairly) be treated equally, that rich offender should be fined 10% of his monthly income too, i.e. $10,000; he would still be taking home $90,000 for that month, and $10,000 might still be peanuts compared to his annual income and, especially, compared to his overall net worth, but at least if a fine is based on a percentage of the offender's monthly income, the treatment of unequal people would be more equal and fairer, in my opinion.
After all, there's also the difference between GDP (PPP) and GDP (nominal):
