question about GST at Jalan Besar

went to jalan besar. Intention is to buy 2 nos of 10 step ladder.
I only have $120 in my wallet.
I buy one first costing $70 .
the ah neh say pay cash is $70, issue invoice must add GST $4.90
i say no problem issue invoice with proper serial nos stating $74.90

part 2:
half hour later, i spotted an ATM further away.I manage to draw some cash to buy another similar ladder.
Go back same shop say i want another ladder.I ask keleng kia can void the first invoice and issue another fresh invoice which state 2 nos of ladder purchase.
He say ok..no prob,but must pay GST again. I also say no prob lah.

part 3:
total is $140 , plus GST is $9.80 , total price is $149.80
ah neh: ok now pay back the balance of $79.80
me: initially i already paid $74.90,
me: balance should only pay back ma ? $149.80-$74.90= $74.90
ah neh: NO lah.because the invoice that i voided, the serial nos still avail in the system.
I ask him then the initial GST $4.90 which i paid goes into whose pocket?
The ah neh say goes into gov pocket already.he cannot do anything.
is this true or not?

Do you believe the ah neh that the gst went in to gov pocket already ? You need to guess who he voted for to get the real answer !

Once he voided the transaction, goods or services transacted were also voided, thus all monies shall be refunded. IRAS no need to collect GST as no business transacted.

The storekeeper also violated IRAS' requirement that retail price indicated on product shall include GST...not add on to price indicated.....different from F&B charges at restaurant.
