This looks like the doing of ah tiong garang-guni.
Ah Tiongs are fighting for a pie of this "lucrative" business in HDB estates. Whenever they see someone moving in or out, they will drop by for a visit and volunteer to help you clear any unwanted stuff. They will just find some corners at the void deck to store their stuff while waiting for the pickup to move their stuff out. Sometimes the items they collect could be wet, mouldy and smelly and that explains why they spread the items all over.
