I thought BL became Perm Sec?

BL was probably a SAC with the SPF when brother [GoldenDragon] was a DSP.
BL was once the Director of ISD.
Not sure what rank, what appt., and where BL was, before he was promoted to Perm Sec?

The point I was trying to make to jw5 is: Scroobal had detractors for so many years, but today people in this forum are still responding and debating with him.
