SINGAPORE - A 65-year-old woman is in a coma after her bicycle collided with an e-scooter in Bedok North on Saturday night (Sept 21).

Madam Ong Bee Eng, a logistics assistant packer, suffered a serious brain injury as well as fractures in her ribs and collar bone after she collided with the 20-year-old e-scooter rider.

Madam Ong was unconscious when she was taken to Changi General Hospital (CGH).



The police confirmed that the man, who was conscious when he was taken also to CGH, was subsequently arrested for causing grievous hurt by rash act.

The Singapore Civil Defence Force said it responded to a call for assistance at Block 539 Bedok North Street 3 at 10.24pm.

Customers watching a football match at a coffee shop at the block heard a loud bang and saw Madam Ong and the rider on the ground.

Madam Ong's son, Mr Ng Chin Khai, 41, told The Straits Times that his mother had been taken to hospital by the time he rushed to the scene.

"Doctors say she could be left in a vegetative state after her operation. We are praying that she will wake up," said Mr Ng, who is unemployed.

"My mother has been cycling around the neighbourhood for more than 10 years.

"I was told that she was about to cross a zebra crossing when the e-scooter, which was travelling very fast, hit her," he said.

Madam Ong was on her way to her home in Chai Chee Street after attending a wake when the accident occurred.

"I hope eyewitnesses will come forward and tell the police what happened," said Mr Ng.

The operation left Madam Yeo Eng Koong with 30 stitches, which were removed after about 11 days.

He has not told his 88-year-old grandmother, who is believed to have suffered a stroke and is warded at the same hospital, about Madam Ong's accident.

"I am praying that my mother will wake up. She's still in critical condition," he said.

Pictures taken by Chinese-language newspaper Shin Min Daily News at the scene of the accident show bloodstains on the pavement next to the cycle path.

Police officers are seen carrying a large e-scooter believed to be involved in the accident.

According to Shin Min Daily News, the e-scooter is suspected to have been heavily modified and exceeded the weight limit.

The allowed weight limit for PMDs, bicycles and power-assisted bicycles is 20kg.

According to regulations that came into effect in 2017, these devices must also not be more than 70cm wide and must have their speed limits capped at 25kmh for them to be used on public paths.

Better for her if she Soylent Green. She is going to be a vegetable anyway. She will be nothing but a burden to herself , her family and society. How long does she want to live? The drunk motorist in one of the accidents he caused killed a man on an e-bike.
A drunk driver has been detained after two people died and one person was injured in two accidents, police said on Monday.

Police in Songjiang District said they received reports about accidents on the Xinche Highway around 5:45am on Saturday.

In the first accident, near Beisong Highway, a man surnamed Zhang was riding an e-bike when he was knocked down and badly injured. In the second, near Nanle Road, an e-bike rider surnamed Liao was knocked down as well as a pedestrian, police said.

Liao died at the scene while Zhang later died in hospital. The pedestrian was not critically injured.

In both cases, the 26-year-old driver, a man surnamed Jin, failed to stop.
Police caught him when Jin’s vehicle crashed at the entrance to the Humin Elevated Road.

Police said Jin’s blood alcohol level was more than twice the legal limit.

Hung Kee Boon, 20, was also given two other charges under the Active Mobility Act for riding an unregistered and non-compliant device.
He is accused of causing the death of Madam Ong Bee Eng on the cycling path near Block 539, Bedok North Street 3 by committing a rash act not amounting to culpable homicide.

He allegedly rode his e-scooter at a speed of at least 26kmh to 28kmh while approaching an intersection and colliding with Mdm Ong at about 10.25pm on Sep 21.
According to charge sheets, his e-scooter weighed 44.2kg and had a 725mm-long handle bar, in contravention of the Active Mobility Act.
He was released on bail of S$15,000, and the judge adjourned the case to Nov 25.
Mdm Ong was taken unconscious to Changi General Hospital after the collision and died in hospital four days later. Her sister said at the wake that Madam Ong had suffered a brain injury and was placed on life support.
The Land Transport Authority subsequently said that Hung's device was non-compliant and should not have been used on public paths as it exceeded the prescribed weight and width limit.
E-scooters were banned from footpaths in Singapore from Nov 5, with offenders facing fines of up to S$2,000 and jail of up to three months once the ban is enforced from 2020.
If found guilty of causing a person's death by a rash act not amounting to culpable homicide, Hung can be jailed for up to five years, fined, or both.
For riding a non-compliant personal mobility device (PMD), he could be jailed for up to three months, fined a maximum S$5,000, or both.
The penalties for riding an unregistered PMD are a jail term of up to three months, a maximum fine of S$2,000, or both.

Banning PMD is not the solution. Make this user compensate the victim $2 million will send a stern message to PMD user, on top of serving time in jail.
