That was not his preferred choice. Dr Cai was unemployed and underemployed. A waste of talent! All because he is a Singaporean? Uniquely Singapore which doesnt nurture and treasure its own citizens.

Such an irony, Failip Yeo wanted the PRCs to pick up the red passport so that the number of local PhDs can hit 50% of the population. Prof Cai took it all in- hook, line and sinker.
PAP always sound good on paper and through the MSM. But their implementation is normally pathetic. Biopolis, Fusionpolis, ASTAR, etc.
