時代力量立委黃國昌24日在立法院交通委員會質詢時,踢爆台鐵早在2010年時耗資1700萬餘元加裝遠端監視系統,一旦駕駛關閉ATP(列車自動保護系統)行控中心即可掌握,但台鐵之後證實,台鐵全系列車種在2010年皆安裝ATP遠端監控功能,卻獨漏2012年引進的普悠瑪,並未加裝監控功能。
其實,早在2006年台鐵列車就全面加裝ATP,由於初期時常當機或為了趕準點,司機員常關掉ATP,也造成2007年6月大里擦撞事故。台鐵當時落實查核,除禁止司機關閉ATP外,在2010年花費1700多萬元完成所有列車加裝「遠端監視系統」,行控中心就可監看掌握ATP狀態是否關閉。
普悠瑪事故當天的司機員尤振仲曾向檢方供稱,關閉ATP前有通報調度員,但台鐵副局長杜微事後回應,指出經調閱無線電通聯紀錄,並未發現司機員向調度員報備要關閉ATP,調度員並不知情,所以未根據SOP操作配合來因應。
不過,台鐵局長鹿潔身對此說明指出,當年遠端監控系統不易判讀,造成調度員困擾,才決定引進普悠瑪時決定暫不安裝,目前已要求廠商研究優化,未來普悠瑪將加裝。至於無論列車有無遠端監控系統,均要求遵守ATP使用與管理要點。
副局長杜微也指出,經調閱無線電通聯紀錄,並未發現司機員向調度員報備要關閉ATP,調度員並不知情,因而未根據SOP配合因應,
台鐵事後承認,ATP故障難免,目前列車ATP若被人關閉,雖然已經要求司機員主動回報故障或關閉原因,需下一停靠站重新開啟,但目前來說,即便當ATP被關閉而未回報,台鐵無法得知。

台鐵機務處副處長賴隨金表示,台鐵已經發現ATP遠端監控問題,未來會重新改善檢討。
此外,台鐵電務處長陳瑞聰表示,該遠端監視裝置是於2010年3月在當時所有列車上都加裝,一旦司機員把ATP關掉,行控中心不但有警報顯示,還會將關掉ATP的列車車次號碼標記出來。但普悠瑪是在2012年引進、2013年啟用的列車,引進之後,台鐵當時未針對普悠瑪加裝ATP遠端監視設備,因此普悠瑪是唯一沒有遠端監控設備的列車。
台鐵工會文宣組長、資深司機員吳長智聞訊後痛斥,連司機員本身也不知道普悠瑪沒有裝設ATP遠端監控系統,吳長智說:「是看新聞才知道」。他呼籲,保安系統應延續所有車種,不應獨漏,系統發射訊號,應讓行控中心得知掌握才合理。
《蘋果》報導指出,台鐵普悠瑪共19組,2組跑西部幹線,17組跑東部幹線,檢視花蓮機廠與富岡基地修理處的普悠瑪報修紀錄,從2017年至2018年10月為止,普悠瑪ATP因故障送廠修理超過50次。(10案公投綁大選)
