Motorist should slow down to at least 30kph when approaching zebra crossings.
This is because there will be more personal mobility devices (PMD) on the streets with the PMD-MRT-PMD public transportation model.
Some zebra crossings are across the park connector network where PMD are allowed to travel at 25kph.
Whilst PMD are advised to cross the zebra crossing at pedestrian speed (without a legal need to dismount) and exercise caution when using zebra crossings, motorist also have to beware of the occasion PMD user / jogger who may not slow down or exercise such caution. Children and pets may also attempt to dash across the zebra crossing, thus motorist have to be especially on the look out.
Motorist should however have no problems slowing down before the stop line of zebra crossings because motorist are already very experienced in giving way to fast moving vehicles on major roads if not stop wherever a stop line is drawn, e.g., junction between small road and big road in Bishan:
The speed limit of 30kph is however an arbitrary number and where blind corners exists, a slower speed such as 20kph may be required in order to stay safe (unless motorist is dead sure that no PMD travelling at 25kph will approach zebra crossing).
The reason for coining the 30kph speed limit is because these are designated pedestrian crossing points and in silver zones where many elderly live, the speed limit for the whole district is 40kph and even slower at informal crossing point (without zebra crossing) due to the provision of pinch points of turns which vehicles need to slowly negotiate.

Do note that the penalty for failure to give way to pedestrians or PMD users at zebra crossings is 6 demerit points and a fine of $150 for cars and other light vehicles.

Since PMD are probably essential and ideal in a more modern Singapore than motor car travel (environmentally friendly (low carbon emissions), less than 20kgs, cheap to utilize (less than half cents per km run), promote socialization rather than fighting over car park spaces, promote active lifestyle and balance (most PMD require balance to operate and give much better workout than as driver or passenger in car).
