A pilot and certified flight instructor in California allegedly kidnapped a foreign student, brought him to an airport, and tried to have him sent “back to China.” Police say Jonathan McConkey worked with his assistant, Kelsi Hoser, to orchestrate the abduction at the IASCO Flight Training school in Redding. The pair’s unwitting victim, Tianshu Shi, was reportedly one of dozens of Chinese nationals with student visas training at the school. McConkey and Hoser allegedly showed up at Shi’s place of residence late Thursday and notified him they were “deporting” him before turning up again the next morning to force Shi into a car. McConkey allegedly “battered” the student and told him he’d suffer further violence if he didn’t go along with the plan. The vigilante deportation was thwarted after Shi’s brother phoned Redding police from Shanghai, and officers intercepted the two alleged abductors as they tried to force Shi onto a plane at the municipal airport. The pair now faces conspiracy and kidnapping charges.

Police in Northern California have arrested two people for allegedly kidnapping a flight school student and attempting to deport him back to China. The victim ultimately managed to thwart the alleged abduction by contacting his brother in China, who alerted police.

In a news release, the Redding Police Department says that the victim, Tianshu Shi, was a student pilot at a local flight school. His brother, Baihan Fu, who lives in Shanghai, said Shi told him on Friday morning that somebody had arrived at his apartment "to take him away." Fu reported the alleged kidnapping attempt to the police.

Jonathan McConkey, a pilot and instructor at IASCO Flight Training school, is accused of carrying out the would-be kidnapping with his assistant, Kelsi Hoser. The two allegedly showed up at Shi's home in an attempt to send him "back to China," police said.

"When Shi refused, McConkey battered him, and threatened physical violence if he did not go with them," the police said in a statement. "Shi ultimately left with them in fear for his safety and was transported to the Redding Municipal Airport to be sent back to China."

All three were found by police at the airport and McConkey and Hoser were arrested on conspiracy and kidnapping charges. Police did not indicate why the suspects wanted to deport Shi.

Shi, who sustained minor injuries, told the Record Searchlight that he has been in the U.S. for seven months. He said he was frightened by the incident but grateful that the police came to his aid.

"The police officer is the best American," Shi said.

California police say they thwarted a vigilante deportation attempt last week — in which a pilot allegedly kidnapped a foreign student, took him to an airport and tried to send him “back to China.”

Jonathan McConkey, a pilot and certified flight instructor, is accused of orchestrating the kidnapping with his assistant, Kelsi Hoser, a ground instructor. Both reportedly worked at the IASCO Flight Training school in Redding, Calif.

Among IASCO’s students were dozens of Chinese nationals with student visas, according to court records. KRCR News 7 reported the school contracted with China’s civil aviation authority to train its new pilots, one of whom was apparently Tianshu “Chris” Shi.

Shi, 21, told the Record Searchlight that he had been in the United States for about seven months — living with several other IASCO trainees at an apartment in Redding.

It was there, police said, that McConkey and Hoser came for the student.

Shi told the Searchlight that they ordered him to pack and be ready to leave for China at daybreak.

“I said I didn’t receive any documents from China,” he said.

McConkey and Hoser didn’t explain why they wanted him out of the country, the student said, and police have not explained either. But Shi told the Searchlight that he had been forbidden to fly two months earlier, and suspected that his limited English was the problem.

An unrelated federal lawsuit, filed last year by a former instructor, alleges that many of IASCO’s Chinese students spoke so little English that they could not safely fly — that one had nearly crashed into another plane because he had misunderstood his teacher’s instructions.

The lawsuit predates Shi’s training, and does not mention Hoser or McConkey, who is reportedly a 48-year-old manager at the flight school.

In any event, police said the two employees returned to Shi’s apartment around dawn on Friday.

Shi had made up his mind by then not to go with McConkey and Hoser, and played an audio recording for the Searchlight of what he said transpired.

“You’re going home, with or without your luggage,” a man’s voice told Shi, as transcribed by the newspaper.

“If you cannot speak English, you are not going to be able to stay here,” added a woman whose voice alternated between English and Mandarin.

“Do you understand what ‘in my custody’ means?” the man told Shi. “It means I will forcibly remove you … If you want the police to come with guns, I got you on that. Alright? You ass is leaving right now.”

The man continued to curse. He threatened to break Shi’s arm, the Searchlight wrote, and finally told the student:

The United States government needs you out of this country right now, you understand?”

“You are here illegal, you know that,” added the woman. “If you don’t go with us, you go to jail.”

Police said McConkey “battered” Shi during the argument.

The student told the newspaper that the pilot grabbed him roughly by the arm and “bent his left side over the kitchen island,” which would leave him days later with lingering trauma and pain.

“He’s very rude,” Shi recalled — visibly shaken, the Searchlight wrote. “Used too much dirty words.”

Before he was taken from his home, police said, Shi managed to call his brother in Shanghai and ask for help.

His brother tried to call Shi back but couldn’t reach him. Shi was by then being driven several miles to the municipal airport, where the flight school kept its planes.

So Shi’s brother phoned Redding police, who scrambled to the airport and rescued the student before his accused abductors could put him on a plane.

The pair’s plan, Shi told the Searchlight, had been to fly him to the Bay Area, then put him on another plane to China.

McConkey and Hoser were arrested and charged with conspiracy and kidnapping. They were being held on $100,000 bail each as of Friday, according to KRCR News 7, and could not be immediately reached.

The incident has left Shi distraught, the Searchlight reported, and grappling to convey the trauma in his limited English.

But he conveyed gratitude plainly enough.

“At that moment, police is my Jesus,” Shi told the newspaper..

Police have not responded to request for more details on the arrests.

The Searchlight reported that Shi plans to hire an attorney, and that at least one other Chinese student in the program has accused McConkey and Hoser of attempting to expel him from the country under nearly identical circumstances.

(CNN)A pilot and his assistant have been arrested in Northern California and are accused of kidnapping and attempting to deport a 21-year-old Chinese flight student.

Jonathan McConkey, reportedly the general manager of the IASCO flight school, and his assistant, Kelsi Hoser, are accused of planning and carrying out the kidnapping.
Incidentally, the flight school posted a video on Facebook last year talking about how much it enjoyed training Chinese flight students.
In a statement, the Redding Police Department said McConkey and Hoser had warned flight student Tianshu Shi on Thursday night that "they were sending him back to China."
The next morning, they showed up at Shi's home, where "McConkey battered him, and threatened physical violence if he did not go with them."
Fearing for his safety, Shi left with McConkey and Hoser, but not before calling his brother in Shanghai, who then contacted Redding police. Officers found all three at the Redding Municipal Airport.
McConkey and Hoser were arrested on suspicion of conspiracy and kidnapping.

Shi, who was released by police after questioning, told the Record Searchlight newspaper that he had no idea why he was kidnapped. However, he had been banned from flying two months ago, and suspected it was because of his English.
"I can't speak English well in life, but I can speak English well with air traffic control," he told the Searchlight.
Shi said that when McConkey and Hoser arrived at his house, he decided to record the interaction.
In the audio recording Shi gave the Searchlight, a man's voice is heard saying, "You're going, with or without your luggage."
A woman is also heard speaking Mandarin to Shi, before she switches to English and says, "Speak English, please! Can you speak English? If you cannot speak English you are not going to able to stay here."
After the woman tells Shi that he is in their custody, the male voice adds, "And the United States government needs you out of this country right now, you understand?"
The woman then accuses Shi, in broken English: "You are here illegally. You are here illegal. You know that. If you don't go with us, you go to jail."
Shi has been in the US for about seven months on an M-1 visa, which is valid for a year. Though he sustained minor injuries and was shaken by the kidnapping, Shi told the Searchlight he was grateful to the police officers.
"The police officer is the best American," Shi said.
When contacted by CNN, Hoser had no comment. Attempts to reach McConkey were not immediately successful.
