石禮謙復會後再因混亂休會　未能選出主席
【Now新聞台】涂謹申及石禮謙早上分別召開逃犯條例草案委員會。石禮謙主持的會議休會兩個半小時復會，但仍未能選出主席。
石禮謙在等候室與建制派議員商討超過兩小時後宣布復會，又轉到另一個會議室開會。
由於早有民主派搶佔主席台，石禮謙在建制派護送下在議員席上繼續選主席，宣布謝偉俊及梁耀忠獲提名並接受，之後又因情況混亂休會，今日未能選出主席。
石禮謙之後與建制派見記者，指情況危險，會再擇日子再開會，又為混亂情況致歉。

范國威倒地懷疑受傷。
【星島日報報道】立法會審議逃犯修訂條例草案的委員會鬧出雙胞胎，會議室內外早上先後爆發大混戰。雙方連番互相指罵和推撞期間，先後有多名議員報稱受傷，其中范國威懷疑受傷倒地，由救護車送院。毛孟靜中午透露范國威並無大礙。
工聯會麥美娟、陸頌雄、民建聯陳恒鑌、葛珮帆都報稱跌倒或受襲擊；民主派方面，范國威、毛孟靜和朱凱迪也先後跌倒。
毛孟靜和麥美娟在會議室外一度跌倒，范國威則在會議室內倒地懷疑受傷，倒地後一直無站起來，郭家麒和鄺俊宇要求召喚救護車。救護員到場後將范國威抬上擔架牀，並戴上氧氣罩協助呼吸。范國威在郭家麒及一名軍裝警員陪同下，由救護車送往瑪麗醫院。期間，范國威一直雙目緊閉。
毛孟靚中午過後透露，范國威身處瑪麗醫院急症室，接受了腦掃描，但相信對方無大礙。
另外，朱凱迪在會議室內，於情況混亂下亦懷疑遭人扯跌。而經過一輪混亂過後，多名議員在會議室對面的等候室休息，當中包括在會議室外的走廊推撞中倒地的毛孟靜。毛孟靜在等候室休息期間，曾開門要求秘書處提供止痛藥。

【Now新聞台】涂謹申及石禮謙早上分別召開逃犯條例草案委員會，其間發生衝突一度休會，但復會後情況仍然混亂。石禮謙形容情況危險，未能完成選主席的程序，要另擇日子再開會。
民主派議員通宵留守，搶佔主席台讓涂謹申主持會議。民主派議員、鄭松泰及醫學界陳沛然出席，涂謹申宣布有足夠法定人數。
秘書處沒有提供播音系統，議員自備擴音器，無秘書處職員及官員出席。
石禮謙召開的會議九時開始，他由建制派議員護送下現身，步入會議室期間被民主派議員阻攔，情況一片混亂。
進入會議室後，石禮謙嘗試步向主席台但不成功，包圍他的議員互相指罵。
在建制派包圍下，石禮謙走到議員席，秘書處為他提供無線咪，有議員想搶走但不成功。
石禮謙未有宣布誰當選，再由建制派議員護送下離開會議室，過程只有十多分鐘。
石禮謙及一批建制派議員轉到等候室商討，有救護員到會議室將報稱不適的郭家麒及范國威送院治理，涂謹申繼續在會議室主持會議。

【星島日報報道】立法會審議逃犯修訂條例草案的委員會鬧出雙胞胎。由經民聯石禮謙主持選舉委員會主席的會議，早上9時在立法會會議室1舉行；由民主派選為委員會主席的涂謹申早上8時半先行於會議室1開會。
早上9時前，石禮謙準備入會議室時，會議室外情況出現混亂，泛民及建制派雙方發生爭執和對峙。建制派議員保護石禮謙進入會議室，范國威和朱凱廸嘗試阻擋石禮謙前行，兩派人士繼而發生推撞，情況相當混亂。推撞期間，毛孟靜和麥美娟一度跌倒，有人大叫好痛。
早上9時過後，建制派的蔣麗芸率先進入會議室1，石禮謙接著也順利進入，與在場開會的泛民主派議員正面交鋒。
會議室內擠滿兩派議員、保安員和傳媒。兩派人士繼續推撞，范國威倒地懷疑受傷，郭家麒和鄺俊宇要求召喚救護車，救護員將范國威抬上擔架牀並戴上氧氣罩送院。
會議擾攘多時仍無法召開。無法登上主席台的石禮謙，其後獲建制派議員護送到另一座位，胡志偉表現激動，
不斷高喊勸石禮謙勿做「千古罪人」，請石禮謙停止會議。石禮謙接著持咪高鋒請反對派「唔好搞搞震」，但朱凱廸繼續抗議，謝偉俊試圖拉開朱凱廸。到早上9時15分，石禮謙嘗試主持會議，當宣布展開選主席程序時，民主派議員繼續起哄反對。其間有人指現場太擠擁，透不過氣來，甚至有人建議休會。
雙方僵持15分鐘後，石禮謙宣布暫停會議，呼籲議員先到會議室對面的等候室休息，建制派同意離開會議室1，石禮謙轉到等候室。會議室1內的情況始緩和下來，涂謹申在場內繼續發言。
期間，民主派區諾軒、朱凱廸，與建制派周浩鼎、陸頌雄在會議室外的走廊繼續爭辯。多名議員之後在等候室休息，包括民建聯何俊賢、經民聯梁美芬，和議會陣線毛孟靜。數名民主派議員在房外等候，朱凱廸和區諾軒要求石禮謙取消會議。到早上10時36分，石禮謙在簇擁下離開等候室，進入另一會議室。
而在早上8時半，涂謹申按原定計畫於會議室1舉行會議，多名民主派議員及醫學界陳沛然坐出席。涂謹申及獲民主派選為副主席的公民黨郭榮鏗坐於主席台，但旁邊並無秘書處人員。而早上約8時35分，立法會秘書處職員攜同手推車進入會議室1和派發會議文件。

After Shi Liqian resumed the meeting, he was unable to elect the chairman due to the chaos.

[Now News] Tu Jinshen and Shi Liqian held separate committees on fugitive offenders in the morning. The meeting chaired by Shi Liqian was adjourned in two and a half hours, but the president was still not elected.

In the waiting room, Shi Liqian discussed with the founding party members more than two hours later to announce the resumption of the meeting and then transferred to another conference room for a meeting.

立法會今日火花四濺，特首林鄭月娥出席答問大會，民主派議員先後提出有關逃犯條例修訂質問，爆發主席梁君彥與泛民混戰，最後多名民主派議員先後被要求離場；民主黨主席胡志偉離開時更大聲向林鄭高叫「唔死都冇用呀八婆。」胡志偉的叫罵頗為出位，亦有爭議，但反映不少市民對林鄭感憤怒的指數，正不斷上升。
胡志偉在提問時已狠批林鄭，他說：

你（林鄭）望吓自己， 除了有奴性有黨性，冇血性、也冇人性，你帶畀香港的破壞，超過董建華，勁過梁振英，我而家問你，你究竟要幾多人上街、要幾多撤資、要幾多移民，你先肯收手？你可唔可以放過香港？​

胡志偉狂轟林鄭的一段頗吸引眼球，但今天的最惹火人物仍是林鄭。她有備而來，反駁回歸前設立條例時不適用於內地並非刻意安排，亦不是怕回歸後的法制，更非如部分人所說中方是避免影響順利交接，她形容這等言論全屬「 廢話」。
她被胡志偉質問，為何過去23年政府未有「堵塞」法例漏洞，「你係咪即是說，過去三任特首失職？董建華失職、梁振英失職、曾蔭權失職，因為得你先咁叻，在 23 年後堵塞漏洞？」林鄭挺保安局局長李家超日前在者會上，形容香港「鴕鳥了22年」的說法。她說：「我們『鴕鳥』了 22 年，但『鴕鳥』是有『鴕鳥』的原因的。」她說提出討論官員會受到很大攻擊，做「鴕鳥」有理。
林鄭認為很多批評，是因為不理解或者誤解或者其他原因，因而產生極端言論及不必要恐懼，挑起中央與香港，香港與內地之間矛盾，她「感到痛心及遺憾。」
逃犯條例修訂年初提出，政府越解釋、加強宣傳，反對聲音越大，越多人上街，相關法案委員會雖然已組成，但仍未能選出主席，正式開展審議草案工作；林鄭過去幾日改變策略，律政司司長鄭若驊和李家超前日見記者，反駁其他方案，包括「港人港審」並不可行，她今日借立法會做炮台，反擊批評言論，姿態強硬，但缺說服力，林鄭一句「廢話」，具侮辱性，無助降溫，只會火上加油。
林鄭引述97前立法局文件指，現行條例中不適用於內地的安排「並非刻意」，亦不是怕回歸後的法制，不是怕影響順利交接，但沒有清楚說當時的安排「是」什麼原因。但原因已寫在牆上。
葉劉淑儀在1998年擔任保安局局長，她當時解釋與內地商討逃犯未有進展時曾稱：「鑑於兩地法律和司法制度有極大差異，必須審慎行事」。23年來，兩地一直未能達成協議，不是兩地制度有極大差異，是什麼原因？用林鄭的說法，歷屆政府（她一直是一份子）都甘心做「鴕鳥」，都是因為怕被批評？為何會怕被攻擊？不是正正因為「兩地制度有極大差異」，市民擔心對被移送到內地受審，任何類似建議，會引發恐懼，挑起紛爭嗎？
在市民對內地制度仍然不信任的情況下，林鄭忽然決定不想「做鴕島」，改變機制，引起「不必要恐懼，挑起中央與香港，香港與內地之間矛盾」，「感到痛心及遺憾」的應是市民；林鄭不想將頭埋在沙堆，但沒有睜開眼睛、張開耳朵聽聽反對聲音，批評修例疑慮是「廢話」，才是真正的廢話。

The Chairman of the Legislative Council, Mr Leung Kwan-yan, and the Pan-civilian have fought. Finally, many members of the Democratic Party have been asked to leave. The Democratic Party Chairman Hu Zhiwei When he left, he screamed more and more to Lin Zhenggao, "There is a slap in the face of death." Hu Zhiwei’s violent bombing of Lin Zheng’s section is quite eye-catching, but today’s most irritating figure is still Lin Zheng. 為防止草案委員會再現亂局，建制派要求行管會明日召開特別會議討論三項行政指令。
立法會建制及泛民兩大陣營將於明日各自召開修訂《逃犯條例》的法案委員會，據了解兩派召集人試圖就困局展開談判，可惜未能成事，且對稍後部署均表示「見步行步」。而據知建制派仍積極要求行政管理委員會於今日召開特別會議，下達包括再次禁止議員助理到會議室樓層等三項行政指令，否則周二會議勢重演上周六的亂局。

建制及泛民各把持一個法案委員會「鬧雙胞」，上周六兩派同時召開會議現亂象令多名議員受傷送院。據悉，建制派於事後進行檢討，認為早前低估泛民的暴力程度，以為按往常做法由立法會保安可處理混亂，未料傳媒人數眾多，且部分泛民議助到會議室外「助攻」，令場面完全失控，故要求周二會議要增加保安人手，嚴格執行記者不能進入會議室內採訪，並禁止議員助理到大樓二樓，即會議室樓層。

多項掣肘影響部署

然而下達行政指令必須經行管會會議討論，再由主席梁君彥發出命令，故建制派在上周會議後積極聯絡行管會內的建制派議員，希望可盡快召開特別會議討論。有建制派議員認為受到多項掣肘難有更好部署，舉例曾建議預留會議廳在必要時進行選主席，但秘書處聲稱過往未曾試過不建議使用，令會議只能如「困獸鬥」在會議室一或二進行，坦言倘今午仍未有行管會特別會議下達行政指令，建制派明日亦無計可施。

另外，屬於建制派的體育、演藝、文化及出版界議員馬逢國昨出席一個論壇時，強調香港是法治社會，多名泛民議員具法律背景，有需要時應循法律途徑申訴，包括提司法覆核或申請禁制令等，不是將問題訴諸暴力。至於立法會秘書處透過書面形式諮詢委員是否接納內會指引，遭質疑中立性，馬認為這是唯一可行的方法，而同場的前立法局主席黃宏發則認為是建制派「漏招」，指經內會主席指示秘書處發文件會更合適，不會造成今天局面。

兩陣營談判機會微
