The future USS Billings, a new Freedom-class Littoral Combat Ship that the U.S. Navy recently took delivery of, sustained damage after hitting another vessel in Montreal, Canada yesterday. The warship had been on its way to future homeport in Mayport, Florida ahead of its formal commissioning and the hope is that this incident will not delay its entry into service.
The incident reportedly occurred on June 24, 2019, after two tugs assisting the future Billings in Montreal harbor cast off their two lines. For still unknown reasons, the LCS lost control and smacked up against the side of the Rosaire Desgagnes, a bulk cargo ship, which was moored nearby, according to First Coast News. A spokesperson for Naval Surface Force Atlantic told The Maritime Executive that the Navy ship's starboard bridge wing had been damaged, as a result, but also that a full damage assessment is underway.

There were no reported injuries to personnel on either ship. There is no word yet about potential damage to the Rosaire Desgagnes.
We don't know yet when the future Billings might restart her voyage to Florida. Her commissioning date, August 3, 2019, remains unchanged.
Construction of the future Billings began in 2014 and she was launched in 2017. The Navy officially took delivery of the ship in a ceremony at the Fincantieri Marinette Marine shipyard in Wisconsin in February 2019. Lockheed Martin is the prime contractor for the Freedom-class LCS, but Fincantieri Marinette Marine, an American subsidiary of Italian shipbuilder Fincantieri Marine, is the subcontractor responsible for actually building them.

The ship left the shipyard for Mayport earlier in June. After delivery, new Freedom-class LCSs must sail through the Great Lakes and up the St. Lawrence Seaway in order to get out into the Atlantic Ocean and then make their way to their future homeports.
It is perhaps good that this incident occurred now, during the summer, rather than during the winter months, when ice can block the St. Lawrence. After her delivery in September 2017, the Freedom-class USS Little Rock sailed to Buffalo New York for her commissioning in December 2017. She then found herself waylaid in Montreal due to ice, remaining stuck there until March 2018.

The predicament of the future Billings also brings up memories of the USS Montgomery, an Independence-class LCS, which suffered two similar accidents, on top of a pair of engineering casualties, shortly after her commissioning in September 2016. On Oct. 4, 2016, a tug collided with Montgomery, leaving a foot-long crack in her hull, as she was leaving Mobile, Alabama to escape Hurricane Matthew. After temporary repairs, she continued on her way. Then, on Oct. 29, 2016, she hit the wall of one of the locks in the Panama canal, causing another crack in her side, this time 18 inches long.
Montgomery eventually reached her homeport of San Diego, California and received more permanent repairs. The Navy does not appear to have ever released an estimate or final total of cost of fixing that ship.

From what we know so far, the future Billings' accident isn't related to the ship's design in any way, but this latest incident certainly can't help the image of the LCS program. The Navy has had difficulty employing the perpetually underwhelming ships at all, let alone as intended, and no LCS of any type deployed in 2018 due to a confluence of factors. This came after a major restructuring of the entire LCS program that resulted in, among other things, the relegation of the first four ships to test and training duties.
Concerns about the limited capabilities of the ships finally drove the Navy to begin a program to acquire a new class of frigates in 2017. The service hopes to pick a winning design this year, though there are now fears that Congressional requirements could upend the effort.
In the meantime, hopefully, the full extent of the damage to the future Billings will remain limited and it will be able to make it to Mayport on time for commissioning.

The commander of a Littoral Combat Ship that hit a moored ship in the St Lawrence River in Canada has been removed from command, USNI News has learned.
Cmdr. Michael Johnson was removed from command of the yet-to-be commissioned Billings (LCS-15) on Friday, a Surface Force Atlantic spokeswoman told USNI News on Saturday morning.
“Capt. Shawn Johnston, commander, Littoral Combat Ship Squadron Two (LCSRON 2), relieved PCU Billings (LCS 15) Blue Crew’s commanding officer, Cmdr. Michael Johnson, June 28, due to loss of confidence in his ability to command,” Lt. Cmdr. Courtney Hillson told USNI News.
“The relief follows the recent allision in Montreal, Canada, which occurred on June 21.”
Former Billings commander Cmdr. Nate Rowan, now commander of the blue crew on USS Wichita (LCS-13), assumed command of the ship.
Billings was leaving its berth in Montreal, under the assistance of tugs, when the LCS struck the moored bulk carrier Rosaire Desgagnes.
Video from the scene shows that Billings was stemming a strong current, and the direction of her exhaust stream suggests that the wind would have tended to set her towards shore,” read a report in The Maritime Executive.

is currently pier-side in Montreal as an investigation and damage assessment is ongoing.
Billings sustained minor damage above the waterline. While the ship is able to safely transit to its homeport, Naval Station Mayport, Fla., the ship will temporarily remain in port in Montreal to conduct a full damage assessment. No injuries were reported from either vessel. An investigation into the incident is ongoing,” a Navy spokesperson told USNI News earlier this week.
The Navy has released few other details on the incident. The video doesn’t show any lines from the tug attached to the ship and its unclear if a local pilot was in control of the ship when the allision Rosaire Desgagnes with occurred.
Last year, LCS USS Little Rock (LCS-9) was stranded for four months in Montreal after being trapped by an iced-over St. Lawrence after departing its commissioning ceremony in Buffalo, N.Y.

As it got underway, an advanced U.S. Navy combat ship struck a berthed freighter in Montreal, leaving both ships damaged, but their crews uninjured.
The Freedom-class littoral combat ship, slated to be commissioned as the U.S.S. Billings, hit the M/V Rosaire A. Desgagnés about 2:00 p.m., said Lt. Cmdr. Courtney Hillson, a Navy spokesperson.
The 378-foot-long Billings sustained damage above the waterline. The damage to the Rosaire, a 452-foot dry bulk vessel owned by Quebec-based Desgagnés, was unknown.

The Billings was getting underway with the assistance of tugs. The Navy is investigating the incident.
“The Navy is conducting an investigation to understand what happened and why,” Hillson said. “We will incorporate lessons learned to ensure we conduct safe and effective operations.”

While the Billings was capable of continuing to its Florida homebase, Naval Station Mayport, it remained it Montreal as of June 24 for additional damage assessment.
The Billings, launched in 2017, is among the newest ships in the Navy’s fleet. The ‎$362 million Freedom class combat boats are billed as high-tech, cost-effective surface warfare vessels suited for modern defense needs. The stealthy ships have been plagued by a host of issues, which have kept them from going operational.
The Rosaire, delivered in 2007, was built by Volharding Shipyards in the Netherlands, in collaboration with Jiangzhou Shipyard in China. It can hold 665 twenty-foot equivalent units (TEU), with a capacity of nearly 16,000 cubic meters.
Desgagnés could not be reached for comment. It has 23 vessels in its fleet.

The USS Billings, a brand-new littoral combat ship, now has a brand-new ding in her hull. The Billings struck a commercial vessel this week while leaving the port of Montreal, Canada, on her way to her permanent home port. No injuries were reported on either ship, but the Billings sustained minor damage to the ship’s superstructure.
According to Maritime Executive, the warship struck the geared bulker Rosaire Desgagnes while leaving her slip alongside the moored commercial ship. Billings apparently lost control after two tugboats assisting her cast off their tow lines, leaving the littoral combat ship under her own power. Billings will remain in Montreal until a full assessment of the incident and damage is completed.



WOKV, a Mayport, Florida-based TV station (and not coincidentally Billings’ destination and future home port) reports the Navy is calling the accident an “allision.” According to the gCaptain maritime industry blog, “allision” is a nautical term used to describe situations where a moving ship collides with a stationary object. Naval Surface Force Atlantic Public Information Officer Lieutenant Commander Courtney Hillson told WOKV, “preliminary assessment shows minor damage, mainly to the ship’s starboard bridge wing. A full assessment of the damage is ongoing.”
USS Billings, named after Billings, Montana, is one of the newest ships in the fleet. The ship was laid down at Marinette Marine, Wisconsin, on the shores of Lake Michigan, and was delivered to the U.S. Navy on February 1, 2019. Like many Freedom-class littoral combat ships, Billings visited several cities and towns in the Great Lakes region before departing for the Atlantic via the St. Lawrence Seaway. The littoral combat ship family of ships are small, frigate-sized warships meant to operate in coastal waters, using interchangeable mission modules to reconfigure the ship to take on different missions. USS Billings displaces 3,450 tons, is 387.6 feet long with a beam of 57.7 feet. LCS ships are high speed vessels capable of operating at speeds in excess of 40 knots (46 miles an hour on land). Armament consists 1 Mk 110 57 millimeter gun, RIM-116 Rolling Airframe Missile (RAM), 2 Mk 44 30 millimeter Bushmaster II guns, and 4 .50 caliber machine guns. The ships can also be augmented with Naval Strike Missiles, a anti-submarine warfare mission module, or a mine warfare module. The ships also typically embark a MH-60S Seahawk helicopter.

A US Navy Freedom-class combat ship so new it hasn’t even been commissioned yet has smashed into a berthed Canadian freighter in Montreal, another black mark on the reputation of the troubled combat vessels.
The American littoral combat ship, slated to be commissioned as the USS Billings, hit the Quebecois dry bulk vessel on Monday in a collision that damaged both ships but did not cause any casualties among the crew. The crash occurred as the Billings was being tugged out to sea, after the tugs cast off their lines. The American ship's starboard bridge wing was damaged, according to a spokesperson for Naval Surface Force Atlantic, though damage to both ships is still being assessed. The American ship has been retained in Montreal for further inspection even though it was reportedly “capable” of sailing on to its home base, Naval Station Mayport in Florida.

The crash is only the latest misfortune to befall the Navy’s Freedom class of littoral combat ships, whose track record of massive cost overruns and design flaws rivals the troubled F-35 fighter jet. The National Interest suggested they might be “the worst US Navy warship ever,” and as of December not a single one of the 11 that have been built was in operational use, despite 16 years spent developing what was supposed to be a “relatively inexpensive surface combatant,” complete with multiple “mission modules” allowing the basic frame to be transformed into a minesweeper, submarine-hunter, or fighter boat.

Issues with radar and limited self-defense capabilities have led the Pentagon’s Operational Test and Evaluation office to conclude that neither the Freedom class nor its cousin the Independence class are “survivable in high-intensity combat,” and the Pentagon cut its order of the vessels by 20 in 2014.
