高雄市長韓國瑜甫結束訪美行程，今(18日)晨搭機返抵台灣，隨即搭高鐵返回高雄市府上班。而接受媒體採訪時提到，訪美時與美國退休大使艾江山會面，談到沒有軍法不行。韓國瑜今日解釋，台灣沒有軍法，就算國防預算錢再多，「就像太監穿西裝，即使穿上Armani西裝，他還是太監」。


韓國瑜在訪美期間，與艾江山有聊到國防預算問題，雙方也交換了些意見。韓國瑜當時表示，艾江山表達對台灣的關切，加上他是台灣女婿，特別有感情，希望台灣2300萬人生活安全又富裕。


韓國瑜今日回國後進一步說，艾江山當過軍人，覺得台灣國防預算投資的太少，應該要把預算加高！不過他則跟對方說，台灣即使把國防預算加再高，陸海空三軍如果連軍法都沒有，這個部隊是沒有戰鬥力的。


「一個軍隊沒有軍法，也就是未來一旦發生戰爭，軍人把槍一丟，跟長官說我爸爸會找律師，回來幫我打官司，這個部隊有什麼戰力？」韓國瑜接著說，他告訴艾江山不要一直重視國防預算提高，而忽略掉軍隊最重要的本質應該是軍法，一個軍隊沒有軍法等於沒有靈魂，韓國瑜還用「太監穿西裝」來比喻，西裝穿得再漂亮，Armani的西裝，他還是一個太監，軍隊加再多的錢，買再多的武器，沒有軍法，根本沒有戰鬥力。

昨天（4月17日），央视曝光了前不久我国首艘国产航母第五次海试的画面。其中多个航母内景画面首度曝光，引来军迷热捧。相关报道也在今天（18日）刷屏。也正因此，央视节目中除了披露首艘国产航母海试的内容外，也从改革变化角度总结了海军的成果。
结尾处，央视提及“两栖作战力量由兵种转向全面发展，陆战队扩编成军，一系列转型之举，让兵种搭配、职能分配更加合理”。
政知见（微信ID：bqzhengzhiju）梳理发现，虽然有关我海军陆战队扩编改革的传闻去年以来就不绝于耳，但官方报道在用词上采用“扩编成军”，当属首次。显然，这是对我海军陆战队扩编成军最正面、权威的证实。

定位特种作战，训练更为严苛
军事评论员宋忠平向政知见解释，海军陆战队顾名思义，主要是遂行登陆作战、岛礁作战、岛屿攻防战等特种作战任务。正因为其担负任务复杂、艰险，所以海军陆战队其实在各个国家所充当的都是一个特种兵的角色。

资料显示，中国海军陆战队自1953年组建陆战第1 团，1980年5月成立陆战第1旅以来，目前已发展成由陆战步兵、两栖装甲兵、炮兵、防空兵、工程兵、通信兵、防化兵、两栖侦查兵和各种勤务保障分队等组成的综合两栖作战力量，可单独或配合其他军兵种实施登陆作战，参加海军基地、港口、岛屿的防御作战及特种机动作战等。

“越来越复杂的任务下，目前海军陆战队所要求具备的能力应该是海陆空三栖作战素质、投送能力。也正是我们的陆战队宣称的‘陆上猛虎、海中蛟龙、空中雄鹰’。”宋忠平介绍称，陆战队的战斗员训练要求水平相对陆军等其他军兵种更高、更全面，对装备的熟悉程度要比陆军高得多。除了人员素质，陆战队配备的武器装备也更为复杂。
在美国是“军种” 在我国是“兵种”
提到海军陆战队，军迷总会联想起建设经验丰富、多次实战的美国海军陆战队。美国的陆战队虽然也被冠以“海军”之名，但它却是美国五大军种中独立的一支两栖作战力量，并非隶属于美国海军。宋忠平表示，这足以体现出美军对于海军陆战队的重视、肯定。当然，在历次军事冲突中，美军海军陆战队都是先锋部队，同时这也是美国总统可以不经授权直接调用的唯一一支部队。需要注意的是，区别于美军，我们目前即便实现了扩编，但陆战队仍然是隶属于解放军海军之下的一个兵种，并非独立的军种。

宋忠平告诉政知见（微信ID：bqzhengzhiju），相比美国，中国海军陆战队规模要小很多。“美军的海军陆战队下辖四个师（包括一个预备役师），其中三个陆战师就有足足15万人，整个陆战队人数要超过20万。遂行海外的作战任务时，他们会比陆军发挥更大作用，而且机动作战能力、三栖作战能力非常强。相较其他军兵种，陆战队员在美国不论是军队中还是民间，都会被‘高看一眼’。”

扩编缘于任务需求增加
明确了海军陆战队的职能，那么接下来的问题就是我海军陆战队为什么要进行扩编？
宋忠平对此解读认为，根本原因是中国所面临的或传统或非传统方面威胁在不断增多，一方面岛礁争端等均涉及两栖作战、岛礁攻防等任务。另外一方面，目前各国的海军陆战队除了担负前述两栖作战等任务外，同样还要担负起随船（水面舰艇）安保、驻外使领馆安保甚至是反恐等任务。从这个角度看，中国自己的任务种类、需求也在增加。“举一个简单的例子，中国的军舰在亚丁湾常态化护航，这在以前是没有过的，这就需要有随舰的陆战队员遂行安保、反恐任务。电影中撤侨、解救人质的蛟龙突击队员，正是我们的海军陆战队。”

不论是从军事斗争准备的角度来看，还是从反恐作战任务角度看，目前中国海军陆战队的规模都远不足以担负如此繁重、严峻的任务。加强相关作战能力、人员装备配置，顺其自然。“这里面除了加强人员数量、素质外，也需要格外注意强化陆战队的装备现代化”，宋忠平说。
由两个旅扩编为8个旅？
事实上，有关我海军陆战队将要实行扩编的传闻从2017年就在网络上盛传。
政知见（微信ID：bqzhengzhiju）回顾发现，2017年海军陆战队司令员、政委两位少将主官在媒体上获得披露。当时环球时报分析指出，解放军海军陆战队在此之前并没有组成独立的军级单位，新亮相的领导班子成员都是少将级别，这似乎从侧面证实了解放军陆战队成立军级单位的说法。

那时，环球网刊文指出，美国大量引用中国国内公开报道，看似“客观公正”，但藏着一个“中国威胁论”的内核。宋忠平表态称，中国国防力量的现代化、人员装备的扩充更新，是根据我们的国防需要和国力自然而然进行的。所谓“中国威胁论”，不过是国外不同利益团体为了达到自身目的进行的炒作。

海军陆战队以两栖作战武器为基本装备，主要担负渡海登陆作战任务。海军陆战队可单独或配合其他军兵种实施登陆作战，参加海军基地、港口、岛屿的防御作战及特种机动作战等。海军陆战队具有反应迅速、机动能力强、独立作战、合成度高等特点，是实施两栖作战的快速突击力量。陆战队由陆战步兵、两栖装甲兵、炮兵、防空兵、工程兵、通信兵、防化兵、两栖侦查兵和各种勤务保障分队等组成，目前编有陆战旅。
