Why, why, why? I am surprised you asked, of all people!!!

This is the way of the leeregime.....they not only rule by fear, but also the law - using both singly or in combination. In particular, these tools capitalise upon the human traits of greed, stupidity and/or timidity of their running dogs. That is why you do not see the peters around nowadays.
