SINGAPORE - The vast majority of the 32,814 jobs that will be created by new investments in 2019 will go to Singaporeans, Trade and Industry Minister Chan Chun Sing said on Thursday (Jan 16).

During a media briefing on the ministry's year-in-review and outlook for 2020, he said that 85 per cent of the local workforce consists of Singapore citizens, and permanent residents (PRs) made up the remaining 15 per cent.

This works out to around six Singapore citizens for every PR.


Reiterating numbers cited by Minister of State for Manpower Zaqy Mohamad in Parliament in January, Mr Chan elaborated that the 23 Industry Transformation Maps (ITMs) rolled out progressively since 2016 cover 80 per cent of Singapore's workforce.

Of the new jobs created in these sectors, 39,300 had gone to citizens, and 8,600 to PRs - a ratio of about 5:1. The ratio varies from sector to sector.

Over time, with more jobs created and more Singaporeans being trained, they may one day take over the top job that was once occupied by a foreigner, he added.

He also noted that local employment increased by nearly 60,000 between 2015 and 2018. Around 50,000 of this went to Singapore citizens and more than 9,000 to PRs - again, a ratio of about 5:1, he said.

While it is still slightly lower than the local-to-foreign workforce ratio, he said this is because PRs have been "pre-selected".

Most unemployed applicants will not be able to obtain PR in the first place, he explained.

"They are also generally of working age compared to the spread of Singaporeans (in their 20s to 60s), which is much wider in demographic distribution."

He added that the unemployment rate of Singaporeans and PRs is similar.

Earlier in January, Workers' Party chief Pritam Singh asked for the number of new jobs filled by Singaporeans, PRs and foreigners for each industry covered by the ITMs.

Replying, Mr Zaqy had revealed that between 2015 and 2018, total employment (excluding foreign domestic workers) in these sectors grew by 19,500. This figure was made up of an increase in employment of Singapore citizens by 39,300 as well as of PRs by 8,600, and a decrease in employment of foreigners by 28,500.

Mr Chan gave the assurance on Thursday that the majority of 32,814 jobs coming on-stream in the next three to five years would go to Singaporeans.

This is due to an unexpectedly large amount - $15.2 billion - in investment commitments in Singapore in 2019, exceeding the Economic Development Board's (EDB) initial estimate of between $8 billion and $10 billion.

In 2018, the country drew $10.9 billion in fixed-asset investment commitments.

The minister said that many of the new jobs are expected to be in the digital economy, as well as services and manufacturing industries.

But there is no room to be complacent, he said, as there is global competition for talent in sectors such as infocomms, robotics, advanced manufacturing and deep technology.

While he is optimistic that younger Singaporeans are equipped to thrive in the new economy, he noted that older workers left school many years ago and are in urgent need of a skills top-up.

He said the Government will announce more support for older workers in the upcoming Budget, so that they can seize opportunities in new sectors.

"We fully understand the pressures on our workers who are in their 40s and 50s.

"In the coming Budget, we can expect to do more and do better for this group. We will intensify and strengthen our efforts for them to upskill and re-skill."

If the figures are true.. how come soo many foreigners in singkieland? They will obviously be unemployed n they can't a be here for a holiday, and how many percentage and numbers are the Rameshes ? How many In DBS bank are foreigners, PRs n shitizens? Wat about the numbers in Chennai biz park? 85 percent singkies?

SINGAPORE: Of the nearly 60,000 new jobs created for the local workforce between 2015 and 2018, about 50,000 went to Singaporeans and more than 9,000 went to permanent residents (PRs), Minister for Trade and Industry Chan Chun Sing revealed on Thursday (Jan 16).
Giving a breakdown for the first time during an interview ahead of the Economic Development Board’s year-in-review, Mr Chan said that the figures work out to about five Singaporeans to one PR, which is close to the local workforce ratio of six Singaporeans to one PR.

The topic of the breakdown of jobs among Singaporeans, PRs and foreigners has been in the spotlight since Workers’ Party chief Pritam Singh raised a question on it in Parliament about two weeks ago.

Mr Chan, who took the question in Parliament, asked for Mr Singh’s intention behind the question, and did not give a breakdown at the time, although he said that the Government can get the numbers.

DIFFERENCE IN RATIO
On Thursday, Mr Chan said it is only expected that PRs' performance in the jobs market would be “slightly stronger” than Singapore citizens’, all else being equal.
"I know it’s easy to politicise this and say, oh why is the PR performance slightly stronger than the Singapore citizen performance," he said during a question and answer session, but added that there are "very simple" reasons for this.
The Singaporean workforce is made up of a wider group, from 20 years old to more than 60 years old, whereas PRs are made up of people who come because of “strong job opportunities”.
"Because we pre-select the PRs, it would not be surprising that in some sectors, the PR performance is just slightly better than Singaporeans," he said.
"In fact, I think Singaporeans should be quite worried if it is the other way round."

FOREIGNERS IN FASTEST-GROWING SECTORS
Mr Chan also went on to give the proportion of Singaporeans and PRs to foreigners in the workforce, which is three residents to one foreigner.
The ratio does not include jobs that Singaporeans are not in, such as construction worker and domestic worker, he said.
Foreigners are in the fastest-growing sectors such as Infocommunications Technology (ICT), he said. Worldwide, these fastest-growing sectors are the ones which face a shortage of skills, added the minister.
"There is a global shortage of such people. That’s why we can expect some sectors to have a higher foreign complement than others,” he said.
However, he reiterated what he said in Parliament: That in the sectors where the proportion of foreigners is higher, local employees are taking over these jobs over time.
He cited an employment survey released by the Ministry of Education recently in saying that many graduates are taking over higher-paying, better jobs progressively - including in the ICT industry - even though the local ratio today may be lower than three to one.

"This is nothing to be surprised at. But of course, if there are opportunists who want to stir this, then I will refer them back to what I said in Parliament," he said, referring to accepting investments in order to create higher-paying jobs for locals.
He also explained why the unemployment rate among foreigners may be lower than among Singaporeans and PRs.
According to the latest labour statistics released in December last year, the seasonally adjusted unemployment rate was 2.3 per cent, while the jobless rate for residents was 3.2 per cent.
"The truth of the matter is if a foreigner is unemployed, why would we allow the foreigner in Singapore? So the unemployment rate for foreigners in Singapore must be zero," he said.

Singapore need foreign workers because most sinkies don't want to do certain jobs like construction, carpentry, kitchen work, bus driving. They rather be Grab drivers and food pandas.

We are overpaying these ministars ….60k jobs created from 2015-2018. In 2019, only 33k jobs created! Our economy is DEAD with such miserable job growth!

Finland has about the same population than us, high taxes but excellent social programs has an average of 51k job vacancies. They don't import hordes of foreigners like we do and their ministers are paid very much lower.

The PAP ministars deserve to face the firing squad.

Cannot compare the Finns to stikerporeans, the latter voted for the PAP since 1959, that is why the PAP is the best. Their Past, Present & Future. Stinkerporeans are happy even the PAP create 1 job a year, so never mind the figures.
