You cannot 100% prevent riots.

If the people are unhappy and then aggravated beyond a point, they will riot.

This should be quite obvious for anyone who has played SimCity.

Perhaps not 100% but has anyone heard of riots in NORTH KOREA where mass starvation occurs in the peasantry? The threshold for unhappiness there must be very high or the level of fear of getting massacred by the army is greater?

In Singapore, allowing large numbers of Foreign Workers in Little India, Lucky Plaza Area, Beach Road(Golden Mile complex) etc to assemble is just asking for trouble.

A legal assembly of such large numbers can easily deteriorate into an illegal assembly very quickly.

1) All FT Ah Neh must undergo basic traffic rule course before granting them work-permit. (Teach them how to cross the road)
2) All FT Ah Neh must be educated that it is silly to take a nap on the road. (Yes, i almost kill one of them who was sleeping on the road).
3) All FT Ah Neh cannot drink after 7pm. Shop caught selling will have their licence revoked.

According to our Penal Code 3 blokes together constitute ILLEGAL ASSEMBLY.
For many years the Ah Neh in Little India have been breaching this Penal Code and police turned a blind eye to the matter. So serve them right to have this riot in hand executed by illegal assemblies intoxicated on alcoho.
Why have laws which are not enforced?
Either enforce it or decriminalise it!
